<br />40 Policy Objectives <br />41 The Roseville Police Department (RPD) is committed to attracting and hiring highly qualified candidates <br />42 who embody the values and aspirations of our community. Participation in the Intensive Comprehensive <br />43 Peace Officer Education and Training (ICPOET) program directly supports this commitment by enabling <br />44 RPD to recruit and develop candidates who align with the city’s mission to provide ethical, efficient, and <br />45 responsive local government. <br />46 <br />47 This program helps ensure that RPD can identify and sponsor diverse and well-qualified individuals, <br />48 equipping them to meet the city’s strategic priorities while fostering trust and safety within the <br />49 community. With the support of grants like ICPOET, RPD is better positioned to build a workforce that <br />50 reflects the community it serves and fulfills its critical public safety mission. <br />51 <br />52 Equity Impact Summary <br />53 The ICPOET grant funding significantly reduces financial and structural barriers that often prevent <br />54 individuals from transitioning into a law enforcement career. Without this funding, candidates face <br />55 considerable challenges, such as the financial burden of returning to school full-time to meet state <br />56 licensing requirements. These barriers disproportionately impact individuals from underrepresented and <br />57 economically disadvantaged backgrounds, limiting the pool of qualified candidates. <br />58 <br />59 By leveraging the ICPOET grant, the Roseville Police Department (RPD) is better equipped to attract <br />60 and support a diverse and highly qualified workforce. This program enhances equitable access to law <br />61 enforcement careers and strengthens the department’s ability to reflect the community it serves while <br />62 advancing its mission of ethical and responsive public safety services. <br />63 <br />64 Budget Implications <br />65 The financial obligation and risk to the City of Roseville are minimal, as the grant reimburses up to <br />66$50,000 per candidate and does not require any agency match. The City will initially cover the costs <br />67 associated with three ICPOET cadets participating in the eight-month intensive comprehensive law <br />68 enforcement training curriculum. During their training, candidates will receive a salary funded by the <br />69 grant. <br />70 <br />71 Upon completion of the grant contract, reimbursement for all eligible grant activities will be <br />72 requested.
