<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/2025 <br />Item No.: 10.g. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Acceptance of Crisis Response Grant Funds through the <br />Minnesota Office of Justice <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) requests City Council approval to accept $200,000 in grant <br />4 funds awarded through the Minnesota Office of Justice Programs. These funds will help offset the costs <br />5 of the two embedded social worker positions approved by the City Council as part of the 2025 budget. <br />6 Since early 2022, RPD has partnered with Ramsey County and People’s Incorporated to host three <br />7 embedded social workers. These social workers collaborate with RPD's Community Action Team (CAT) <br />8 to stabilize and support individuals experiencing mental health crises. They also co-respond with officers <br />9 to mental health-related calls. The initial funding for these positions came from American Rescue Plan <br />10 Act (ARPA) funds. However, the agreements with Ramsey County and People’s Inc. are set to expire in <br />11 early 2025, prompting RPD to actively seek grant opportunities to maintain these critical positions. <br />12 On July 22, 2024, the City Council authorized RPD to apply for the Minnesota Office of Justice <br />13 Programs’ 2024-2025 Crisis Response Grant. This program provides funding to police departments to <br />14 develop, sustain, or expand crisis response teams. <br />15 During the 2025 budget process, the City Council approved funding for two embedded social workers. At <br />16 that time, RPD had not yet received notification of the grant award and was planning to rely on public <br />17 safety funds and other sources to cover the costs for the two positions. <br />18 In January 2025, RPD was notified of the $200,000 grant award. The grant agreement runs from March <br />19 1, 2025, through June 30, 2026, and will reduce the amount of city funds needed to support the <br />20 positions, offsetting the cost of one of the social workers. The second position will be funded using a <br />21 combination of existing public safety aid, ARPA, and opioid funding as originally budgeted. <br />22 In addition to accepting the grant funds, RPD is requesting City Council approval to reclassify the <br />23 positions from a Grade 16 to Grade 18. When the position was originally approved as part of the 2025 <br />24 budget, the Mental Health Coordinator position had social worker licensure as a preferred qualification. <br />25 Based on further research and best practices, RPD now recommends making social worker licensure a <br />26 required qualification for the two mental health coordinator positions. This change will enhance the level <br />27 of service provided, as licensed social workers can initiate and sign transport holds, among other <br />28 responsibilities. The position was initially approved as a salary Grade 16 ($92,216 - $113,356). Human <br />29 Resources conducted a review and analysis of the additional licensing requirements and determined the <br />30 Mental Health Coordinator should now be a Grade 18 ($101,661-$124,963). <br />31 RPD requests the Council approve the acceptance of the Crisis Response Grant funds in the amount of <br />32$200,000 and authorize the reclassification of the mental health coordinator position to a grade 18 to <br />33 reflect the requirement of social worker licensure. <br />Page 1 of 3 <br />Qbhf!225!pg!264 <br /> <br />
