<br />34 The grant agreement has been reviewed and approved by the city attorney. <br />35 <br />36 <br />37 Policy Objectives <br />38 The Roseville Police Department seeks to continue behavioral health support services available to <br />39 individuals and their families experiencing a mental health crisis. The embedded social workers help <br />40 ensure individuals and families have support and case management in place. Continuing embedded <br />41 mental health services advances Roseville’s community aspirations of being physically and mentally well <br />42 and being a city where all people feel safe and secure and where mutual trust and respect are fostered <br />43 between the community and their police, fire, and all emergency responders. <br />44 <br />45 Equity Impact Summary <br />46 Accessing mental health and crisis services can be challenging for anyone, but these challenges are <br />47 particularly pronounced for individuals from diverse cultural backgrounds and lower socio-economic <br />48 populations. A recent Centers for Disease Control and Prevention (CDC) report estimates that more <br />49 than 1 in 5 U.S. adults live with a mental illness. While mental health issues are treatable and <br />50 preventable, significant barriers—including financial limitations and disparities in care— <br />51 disproportionately affect populations of color, American Indians, LGBTQ+ individuals, immigrants, <br />52 refugees, active military members, veterans, and other underserved groups. <br />53 By continuing to embed mental health social workers within the Roseville Police Department, RPD <br />54 strives to provide equitable, culturally responsive crisis intervention services. This approach not only <br />55 addresses immediate mental health needs but also helps ensure individuals from marginalized <br />56 communities receive appropriate care and connection to long-term resources. These efforts are integral <br />57 to reducing disparities and fostering a more inclusive and supportive community. <br />58 <br />59 <br />60 Budget Implications <br />61 Accepting this grant funding will offset the costs of one of the two embedded social worker positions <br />62 approved in the Roseville Police Department’s 2025 budget. Additionally, the grant will cover six months <br />63 of funding towards one position in 2026. Securing this funding proactively enables RPD to sustain a high <br />64 standard of public safety while reducing the financial impact on the city’s budget and taxpayers. This <br />65 reflects the department’s commitment to providing essential services in a fiscally responsible manner. <br />66 <br />67 The funding for the second social worker will be through a combination of existing public safety aid, <br />68 ARPA and Opioid dollars. <br />69 <br />70 Staff Recommendations <br />71 RPD recommends the Council approve the acceptance of the Crisis Response Grant funds in the <br />72 amount of $200,000 and authorize the reclassification of the mental health coordinator position to a <br />73 Grade 18. <br />74 <br />75 <br />76 Requested Council Action <br />77 Approve the acceptance of the Crisis Response Grant funds in the amount of $200,000 and authorize <br />78 the reclassification of the mental health coordinator to a Grade 16. <br />79 <br />80 <br />81 <br />Page 2 of 3 <br />Qbhf!226!pg!264 <br /> <br />
