<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/2025 <br />Item No.: 10.h. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Agreement for a Professional Service Agreement Template <br />for Police Contracted Overtime <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) requests City Council approval of a Professional Service <br />4 Agreement (PSA) template to be used for contracted overtime work conducted by RPD officers. <br />5 Additionally, RPD seeks authorization for the Police Chief to enter into individual agreements with <br />6 businesses and individuals using the approved template, allowing for adjustments to meet unique <br />7 agreements and circumstances, as well as urgent requests or immediate security threats. <br />8 <br />9 For decades, Roseville Police Officers have provided off-duty and contracted overtime services to deter <br />10 crime through their presence at various events and businesses. These services have included long-term <br />11 agreements with businesses, as well as one-time or annual events such as the State Fair, holidays, <br />12 sporting games, and special events. RPD has also provided off-duty services when a business was <br />13 faced with a specific threat or security concern. Historically, RPD has not utilized a standardized PSA or <br />14 consistent billing practices for these arrangements, resulting in varying terms and processes across <br />15 different contracts. <br />16 <br />17 To align with best practices and address inconsistencies, RPD recommends implementing a <br />18 standardized PSA template that ensures fairness and equity in approving and assigning contracted <br />19 overtime. The template will ensure full reimbursement to the City for services provided, including <br />20 administrative and equipment costs. Officers will be paid for contracted overtime through City funds, with <br />21 businesses reimbursing the City directly at consistent and standardized rates. Establishing standardized <br />22 procedures across all sites ensures compliance with best practices at the state and national levels. The <br />23 PSA template will be updated annually to reflect rate or any other necessary changes. RPD worked with <br />24 the City Attorney to ensure the template addresses and clarifies liability concerns and ensures all City <br />25 interests are protected. The City Attorney has approved the template. <br />26 <br />27 The proposed changes will promote transparency and consistency in contracting practices, ensuring <br />28 equitable treatment of businesses and officers. These changes will streamline administrative processes <br />29 for billing and payment while aligning RPD practices with statewide best practices. By implementing <br />30 these updates, the City will be better positioned to manage contracted overtime services efficiently and <br />31 effectively. The standardized rate structure will ensure the City is fully compensated for all contracted <br />32 overtime services, including officer time, fringe benefits, equipment, administrative costs, and additional <br />33 expenses incurred. <br />34 <br />35 Policy Objectives <br />36 One of the City's aspirations is to be a community where all people feel safe and secure and where trust <br />37 and mutual respect for police, fire, and emergency responders is fostered. The Envision Roseville report <br />38 highlighted the importance of maintaining good communication and a collaborative relationship with the <br />39 community. Additionally, it emphasized the need for businesses to have confidence that they will receive <br />40 prompt, professional responses from the Police Department.
