41 procedures, RPD will promote transparency in these processes and be better positioned to manage
42 contracted overtime services efficiently and effectively.
43
44
45 Equity Impact Summary
46 The Police Department carefully considered equity impacts while developing the police services
47 agreement template, but did not identify significant equity impacts. However, one possible concern is
48 that the cost of contracted overtime may pose challenges for smaller businesses that might have
49 difficulty funding these services, whereas larger businesses can often more easily absorb the costs. To
50 address this, RPD will continue to work with businesses that may not have the financial means to hire
51 contracted overtime. The department will assist in identifying alternative procedures or lower-cost
52 options to address security concerns or threats, ensuring equitable access to safety resources across
53 the community. It also is worth noting that the entire community benefits from having contracted
54 overtime at businesses and events since it frees up our on-duty officers, allowing them to focus and
55 increase their presence throughout the community,
56
57
58 Budget Implications
59 The template will ensure full reimbursement to the City for services provided, including administrative
60 overhead and equipment costs. Officers will be initially paid for contracted overtime through City funds,
61 with businesses and individuals reimbursing the City directly on a monthly basis. The template will be
62 updated annually to reflect rate or any other necessary changes.
63
64
65 Staff Recommendations
66 Staff recommends Council approve the Professional Service Agreement template and authorize the
67 Police Chief to enter into individual agreements with businesses and individuals using the approved
68 template.
69
70
71 Requested Council Action
72 By resolution, approve the proposed Professional Service Agreement template and authorize the Police
73 Chief to enter into individual agreements with businesses and individuals using the approved template.
74
75
76
Erika Scheider, Chief of Police
Prepared by:
1.
