Attachment 1 <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5* * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />8 Roseville, County of Ramsey, Minnesota was duly held on the ____day of ______ 202_, at 6:00 <br />9 p.m. <br />10 <br />11 The following members were present: , , , , and Mayor ; <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 RESOLUTION No. <br />18 <br />19 RESOLUTION APPROVING A PROFESSIONAL SERVICE AGREEMENT <br />20 TEMPLATE AND AUTHORIZING THE POLICE CHIEF TO ENTER INTO <br />21 AGREEMENTS USING THE APPROVED TEMPLATE. <br />22 <br />23 <br />24 WHEREAS, Roseville Police Officers have been providing off-duty and contracted overtime <br />25 services to deter crime through their presence at various events and businesses through both <br />26 long-term agreements with businesses as well as one-time or annual events such as the State Fair, <br />27 holidays, sporting games, and special events; and <br />28 <br />29 WHEREAS, historically, RPD has not utilized a standardized agreement or consistent billing <br />30 practices for these arrangements, resulting in varying terms and processes across different <br />31 contracts; and <br />32 <br />33 WHEREAS, t o address these inconsistencies and align with best practices, RPD proposes <br />34 implementing a standardized professional services agreement template, (Attachment A to this <br />35 Resolution) that ensures fairness and equity in approving and assigning contracted overtime, and <br />36 where Officers will be paid for contracted overtime through City funds, with businesses <br />37 reimbursing the City directly at consistent and standardized rates; and <br />38 <br />39 WHEREAS, RPD worked with the City Attorney to ensure the template addresses and clarifies <br />40 liability concerns and ensures all City interests are protected; and <br />41 <br />42 WHEREAS, RPD seeks authorization for the Police Chief to enter into individual agreements <br />43 with businesses using the approved PSA template, allowing for adjustments to meet unique <br />44 circumstances, as well as urgent requests and security threats. <br />RS160\\9\\1007493.v1 <br />Qbhf!233!pg!264 <br /> <br />
