<br />41 independent Body-Worn Camera (BWC) audit ensures compliance with applicable laws and helps <br />42 confirm that BWCs are being used fairly, consistently, and equitably across all police contacts, including <br />43 those involving historically disadvantaged groups. <br />44 <br />45 Over the past decade, BWCs have become a valuable tool in promoting transparency and improving <br />46 relationships between law enforcement and the communities they serve. For individuals and <br />47 communities that have experienced mistrust in policing, the presence of BWCs provides an added level <br />48 of confidence that interactions are documented accurately and objectively. Additionally, BWC recordings <br />49 serve as an essential oversight mechanism, enhancing public safety by providing an impartial account of <br />50 police encounters, supporting accountability, and reinforcing fair and just policing practices. <br />51 <br />52 Budget Implications <br />53 While there are costs associated with the use of body-worn cameras, the benefits they provide in <br />54 enhancing transparency, accountability, and public trust far outweigh the financial investment. Body- <br />55 worn cameras serve as a critical tool for improving policing practices, strengthening community <br />56 relationships, and ensuring fair and equitable law enforcement. <br />57 <br />58 Under Minnesota State Statute §13.825, subd. 8, law enforcement agencies utilizing body-worn cameras <br />59 are required to conduct a biennial audit to ensure compliance with Minn. Stat. §13.825 and Minn. Stat. <br />60 §626.8473.
