1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 * * * * * * * * * * * * * * * * * <br />5 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />6 Roseville, County of Ramsey, Minnesota was duly held on the 10 day of February, 2025, at <br />7 6:00 p.m. <br />8 The following members were present: , , , , and Mayor . <br />9 and the following were absent: . <br />10 Member introduced the following resolution and moved its adoption: <br />11 RESOLUTION No. <br />12 RESOLUTION REVOKING RESOLUTION 11694, REMOVING A TEMPORARY <br />13 EXCEPTION TO SECTION 407 OF CITY CODE, NUISANCE <br />14 WHEREAS, the City of Roseville passed resolution 11694 on November 5, 2022, allowing for a <br />15 temporary exception to Section 407.02, NUISANCES AFFECTING PUBLIC COMFORT OR <br />16 REPOSE, allowing homeowners to grow grass in their yards taller than 8 inches during the month <br />17 of May; and <br />18 WHEREAS, the state of the science indicates leaving turf grass tall during the month of May <br />19 provides little benefit to pollinators in Minnesota’s current climate zone; and <br />20 WHEREAS, insects, especially bees, serve a significant and critical role as pollinators of plants <br />21 including agricultural plants; and <br />22 WHEREAS, on June 16, 2017, the City passed Resolution 11422 DECLARING THE CITY OF <br />23 ROSEVILLE AS POLLINATOR-FRIENDLY COMMUNITY;and <br />24 WHEREAS, the ideal pollinator-friendly habitat is one comprised of mostly native wildflowers, <br />25 grasses, vines, shrubs, and trees blooming in succession throughout the growing season; and <br />26 WHEREAS, the City of Roseville would like to increase pollinator-friendly habitat by <br />27 encouraging pollinator-friendly lawn care practices on their own properties year-round. <br />28 NOW, THEREFORE, BE IT RESOLVED that the City of Roseville revokes resolution 11694, <br />29 removing a temporary exception to Section 407 of the City Code; <br />30 BE IT FURTHER RESOLVED that the City of Roseville reaffirms its commitment to being a <br />31 pollinator-friendly community and continues to encourage property owners to replace turf grass <br />32 with native vegetation, bee lawns, or other turf alternatives such as fescues, to promote a <br />33 pollinator-friendly habitat to support insects, bees, and other habitat. <br />Qbhf!33!pg!264 <br /> <br />
