<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/2025 <br />Item No.: 10.e. <br />Department Approval City Manager Approval <br /> <br />Item Description: Authorize Mayor and City Manager to execute a Professional Services <br />Agreement with the Saint Paul Area Chamber of Commerce and a Cooperative <br />Funding Agreement with the cities of Maplewood and St. Paul regarding continued <br />funding of the Rice & Larpenteur Alliance <br />1 <br />2 Background <br />3 Dating to the summer of 2016, the City has been actively engaging with the cities of <br />4 Maplewood and St. Paul, along with Ramsey County, regarding revitalizing and re- <br />5 envisioning the Rice Street and Larpenteur Avenue corridor. The cities and County <br />6 commissioned a Rice and Larpenteur Area Vision Plan, which was accepted in 2018. Since <br />7 early 2019, the cities and County have been working with the Saint Paul Area Chamber of <br />8 Commerce (SPACC) to provide consulting services surrounding implementation of the <br />9 Vision Plan through the Rice & Larpenteur Alliance. <br />10 <br />11 The Rice & Larpenteur Alliance fiscal year runs from April to March. The Professional <br />12 Services Agreement (Attachment 1) provides funding to SPACC for professional services to <br />13 run the Rice & Laprenteur Alliance. Since Roseville serves as the fiscal agent to the <br />14 Alliance, the Cooperative Funding Agreement (Attachment 2) is with the cities of St. Paul <br />15 and Maplewood, who provide their Alliance funding to the City of Roseville, who uses it, <br />16 coupled with City funds, to pay for SPACC's professional services. The County's financial <br />17 contribution to the Alliance is through grant funding directly to SPACC. <br />18 <br />19 Prior City Council authorization of these agreements include: <br />20 February 26, 2024: City Council authorized agreements for funding the Alliance for a <br />21 6th year (April 2024 thru March 2025) <br />22 February 2, 2023: City Council authorized agreements for funding the Alliance for a <br />23 5th year (April 2023 thru March 2024) <br />24 February 14, 2022: City Council authorized agreements for funding the Alliance for a <br />25 4th year (April 2022 thru March 2023) <br />26 February 8, 2021: City Council authorized agreements for funding the Alliance for a <br />27 3rd year (April 2021 thru March 2022) <br />28 March 9, 2020: City Council authorized agreements for funding the Alliance for a 2nd <br />29 year (April 2020 thru March 2021) <br />30 April 22, 2019: City Council authorized agreements for funding the Alliance for its 1st <br />31 year (April 2019 thru March 2020) <br />Page 1 of 2 <br />Qbhf!:2!pg!264 <br /> <br />
