<br />32 Moving into the seventh year, the Alliance will continue with its current structural model <br />33 whereby SPACC provides professional services to the Alliance, with the Executive Director <br />34 of the Alliance reporting to an executive board. The Executive Director continues to be Kim <br />35 O'Brien, an employee of SPACC. City staff seek authorization to enter into the necessary <br />36 contracts to fund the seventh year. A Work Plan for the Alliance is made a part of the <br />37 Professional Services Agreement and is provided as Attachment 3. <br />38 <br />39 Policy Objectives <br />40 The services provided by the Alliance are broad and align with nearly all of the City's <br />41 adopted Community Aspirations. <br />42 <br />43 Equity Impact Summary <br />44 The Rice & Larpenteur Alliance continues to focus on an area of Roseville that is home to a <br />45 diverse population, with BIPOC residents making up over 40% of the census tract <br />46 compared to approximately 25% citywide (source: My Sidewalk). This area also includes a <br />47 high concentration of renter households, small businesses, and households with incomes <br />48 below the area median income. By supporting the Alliance, the City is investing in an <br />49 initiative that fosters inclusive economic growth, enhances community engagement, and <br />50 ensures that historically underrepresented voices have a role in shaping the future of the <br />51 corridor. The Alliance’s efforts support the City’s broader aspirations of being a welcoming <br />52 and inclusive community where all residents and businesses have opportunities to <br />53 succeed. <br />54 <br />55 Budget Implications <br />56 The City of Roseville's cost for the seventh year remains at $40,000. The EDA's 2025 <br />57 approved budget included $40,000 for professional services related to the Rice and <br />58 Larpenteur Alliance. The Alliance previously adopted a Strategic Fundraising Framework <br />59 for the years 2020-2024.
