<br />Attachment 2 <br />Regular City Council Meeting Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, January 22, 2024 <br />1.Business Items <br />a.Discuss Scope and Duties with Human Rights, Inclusion and Engagement <br />Commission <br />Assistant City Manager Rebecca Olson briefly highlighted this item as detailed in <br />the Request for Council Action and related attachments dated January 22, 2024. <br />HRIEC Commissioners present were: Vice-Chair Becker, Commissioners <br />Macomber, Francke, and Tidball. <br />Mayor Roe stated the Commission could review with the City Council the thought <br />processes, what was noted or observed during discussion, and what stood out to the <br />Commissioners about existing language in the Ordinance related to the HRIEC as <br />well as what is being proposed to the City Council. <br />Commissioner Tidball reviewed the process the sub-committee went through along <br />with the conclusions about the scope of the Commission. The members of the sub- <br />committee thought the scope felt more complicated than it needed to be. Some <br />things were more specific than what should be in a scope document, some things <br />were repeated in several different ways, and it could be simplified. He noted the <br />sub-committee changed very little of what was thought to be the content and the <br />overall meaning of the document, even though it looks substantially different. He <br />thought the easiest way to see what the HRIEC did was to look at the title of Section <br /> 205.02, which in the original document is “Purpose, Objectives, Duties and <br /> Functions”, in the document being proposed it merely says, “Purpose and <br /> Function”. The Commission thought the scope document should say more broadly <br /> the Commission’s mission and what areas the Commission should be covering, <br />rather than getting into more specific objectives and duties, which seemed to be in <br />the original document. Rather than taking out the two things, the Commission <br />decided to create a document that describes what the Commission thought was the <br />role of the Commission and how it functioned within its content parameters with <br />that role and that is why the Commission came up with what they have before the <br />City Council. He reviewed the three different roles of the Commission that the <br />members came up with. <br />Vice-Chair Becker thought the Commissioners felt this was a good opportunity <br />because the HRIEC has been trying to land on some of the questions she had when <br />she first came onto the Commission, which were what is the mission and vision as <br />a Commission. The initial scope of the document felt intense, more like a job <br />description to her than an understanding of what the Commissioners were walking <br />into and what the group was going to do at the once-a-month meetings.
