<br />69 <br />70 BKV’s proposal, as well as Wold’s proposal, includes an optional service to complete a <br />71 Facility Condition Assessment. Both firms have Kraus-Anderson Construction as a sub- <br />72 consultant who is proposed to complete this optional service. This service would provide <br />73 insight on the conditions present, and the cost of repairs and deferred maintenance that <br />74 would be required if parts of the existing Maintenance Facility is used. For example, it will <br />75 help determine costs related to a future roof, exterior and HVAC maintenance. Staff would <br />76 recommend approval of this optional service. <br />77 <br />78 This RFP and resulting proposal is only for pre-design purposes. If a project scope is later <br />79 approved, a separate RFP will be issued for final design services and construction <br />80 management. <br />81 <br />82 Policy Objectives <br />83 The construction of a new Maintenance Operations Center and License and Passport <br />84 Center (along with the City Dance Studio) will allow the City to continue to provide <br />85 needed and valuable services to the residents and businesses of the community in a more <br />86 efficient manner. The new facilities will ensure that the City's roads, utilities, vehicles, and <br />87 equipment are maintained at the desired level and that valuable services such as <br />88 recreational programming and driver license and passport processing are conveniently <br />89 available to community residents. <br />90 <br />91 Equity Impact Summary <br />92 There should be no equity impacts associated with this request for proposal. <br />93 <br />94 Budget Implications <br />95 The estimated base cost on the recommended BKV proposal is $17,500 for Phase 1. If the <br />96 optional service of a Facility Condition Assessment is approved, it would add an additional <br />97 cost of $7,500, making the total Phase 1 cost $25,000. <br />98 <br />99 If a professional service agreement is approved, in the short term the costs for the <br />100 proposed work will be funded by the General Fund or Cash Reserve Fund. The portion of <br />101 the consultant' s work on the MOC will be eligible for reimbursement from sales tax <br />102 proceeds. Staff will work with the selected consultant to determine how much of the cost of <br />103 their work is attributable to the MOC. The remainder of the costs cannot be covered by the <br />104 sales tax revenue. Assuming the LPCDS moves forward, and the debt is issued to finance <br />105 the LPCDS construction, the City will be able to reimburse the costs for the work related to <br />106 the LPCDS from the bond proceeds. <br />107 <br />108 Staff Recommendations <br />109 Staff recommends the Council approve entering into a professional service agreement with <br />110 BKV for Phase 1 services, including the optional Facility Condition Assessment. <br />111 <br />112 Requested Council Action <br />113 Motion to approve the Professional Services Agreement for Architectural Services with BKV <br />114 Architects. <br />115 <br />116 <br />Page 3 of 4 <br />Qbhf!38!pg!596 <br /> <br />
