<br />34 o Provide alternative designs to consider for all aspects of the CCPDS. <br />35 o Provide report and presentation to Council. <br />36 The final product would be a report and a presentation to Council. Based on the schedule <br />37 in the RFP, the report would be finalized and presented by May 19, 2025. <br />38 <br />39 Staff reached out directly to five architecture firms as well as posted the RFP on the City <br />40 website. Four consultants submitted proposals. Based on the criteria identified in the RFP, <br />41 staff, consisting of the City Manager, Parks and Recreation Director and Public Works <br />42 Director, reviewed and scored the proposals as follows: <br />43 <br />44 <br />45 <br />46 Based on the Phase 1 scope and proposed fee, staff determined that BKV Group, Inc. <br />47(BKV) had the best overall score. The BKV proposal includes the same team as the <br />48 CCPDS. Oertel Architects and Kraus-Anderson Construction are part of the team providing <br />49 architectural and construction estimating services, respectively. The key criteria that set <br />50 BKV above the other consultants was the project narrative and the design fees. <br />51 <br />52 The narrative for the BKV proposal meets all of the RFP requirements and best described <br />53 how they would meet the City’s Phase 1 scoping to provide alternatives for the LPCDS. <br />54 Additionally, they laid out a detailed proposed schedule that is thoughtful and meets the <br />55 project schedule. Overall, staff felt the BKV team had the best project understanding, <br />56 consultant team, experience and scope. <br />57 <br />58 Staff believes that BKV’s familiarity with the project will be an overall benefit to the project <br />59 to keep it going forward in a timely manner. Although the City is reviewing alternatives to <br />60 the CCPDS that BKV initially completed, this current scope is different from what BKV was <br />61 tasked with during their initial pre-design study. Staff discussed this item with BKV and the <br />62 consultant indicated it is common for them to complete studies similar to this request when <br />63 the scope or parameters change. They will look at this study with a different lens than <br />64 before, due to the changed parameters. <br />65 <br />66 If Phase 2 work is authorized, the schedule will likely need to be extended.
