REQUEST FOR PROPOSAL <br />CITY OF ROSEVILLE CIVIC CAMPUS MASTER PLAN UPDATE <br />LICENSE/PASSPORT CENTER & DANCE STUDIO OPTIONS <br />I.BACKGROUND INFORMATION <br />In April 2021, the City Council adopted the City’s Civic Campus Master Plan (CCMP). This plan <br />recommended constructing a new Maintenance Operations Center (MOC) north of Woodhill Drive <br />and relocating the License Passport Center and Dance Studio (LPCDS) and the VFW south of <br />Woodhill drive where the existing Maintenance Facility (MF) is located. <br />In October 2022, the City Council received the Civic Campus Pre-Design Study (CCPDS). This <br />report further refined the layout of the site. It also provided cost estimates for the various <br />improvements and provided a proposed phased schedule. <br />During the Legislative Session in 2023, the City received authority to hold a sales tax referendum to <br />fund the MOC and LPCDC. During the 2024 general election, the voters of Roseville approved the <br />sales tax for the MOC but the sales tax for the LPCDS was rejected. <br />Included as background information in the appendix are the following: <br />A.Maintenance Facility Space Needs Analysis (2017) <br />B.License Center Space Needs Analysis (2017) <br />C.Current floor plans for City Hall and the Maintenance Facility <br />D.City Campus Master Plan (2021) <br />E.City Campus Pre-Design Study (2022) <br />F.City of Roseville standard Professional Services Agreement <br />II.PURPOSE OF STUDY <br />Since the funding for the LPCDS was not approved, the City Council has directed staff to seek a <br />consultant/architect to conduct a limited update to the CCMP and CCPDS. The overall goal is to <br />provide updated cost estimates for the MOC and LPCDS as depicted in the Pre-Design Study as well <br />as to investigate additional options for replacing the LPCDS. The City is interested in finding out if <br />there are alternative options that are cheaper than the current plan, such as using part of the existing <br />campus footprint.
