<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/7/2025 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Falcon Heights Public Parking Fees During the Minnesota <br />State Fair and Impact to Roseville <br />1 <br />2 Background <br />3 Recently, the Falcon Heights City Council passed an ordinance for the establishment of <br />4 parking zones using electronic payment systems (emeters). The ordinance allows the city <br />5 to install temporary parking meters on one side of city streets during certain events, such <br />6 as the State Fair. A quick summary from the City of Falcon Heights of the ordinance is <br />7 included as Attachment 1. <br />8 <br />9 Falcon Heights’ new ordinance may have an impact on Roseville streets and residents <br />10 during the State Fair depending on the locations where meters are actually installed. The <br />11 current proposal is to implement the meter system in the Northome and Northeast <br />12 neighborhoods (Attachment 2) of Falcon Heights. The Northeast neighborhood borders <br />13 Roseville along Roselawn Avenue. It is located between Snelling Avenue and Hamline <br />14 Avenue, and Larpenteur Avenue and Roselawn Avenue. Parking meters may be <br />15 implemented in this area which is currently free parking. According to the summary, there <br />16 are about 800 on-street spots available throughout the two proposed areas that would be <br />17 affected. <br />18 <br />19 The past users of these formerly free parking spaces may choose to park in Roseville and <br />20 walk further to the State Fair or utilize the free Park & Rides within the city. If the Park & <br />21 Rides see additional utilization, this may further affect parking in the neighborhoods. It is <br />22 hard to determine overall impacts as parking demand varies based on weather conditions <br />23 and other factors, including how far people are willing to walk. Currently, most Park & <br />24 Rides have temporary parking restrictions in place on city streets 1/8 to 1/4 mile from the <br />25 sites, based on past parking observations. <br />26 <br />27 Due to the current proximity of the State Fair and the St. Rose of Lima Park & Ride <br />28 location, many of the Roselawn neighborhoods along Roselawn already have temporary <br />29 parking restriction in place. Most of the city streets in these areas have parking prohibited <br />30 on one side of the roadway. Attachment 3 is the current State Fair parking restriction map. <br />31 Staff does modify this annually, based on resident feedback and staff observations.
