<br />35 several community listening sessions in Roseville, providing him with valuable insight into public <br />36 concerns. This knowledge will help ensure that the accreditation process aligns RPD’s policies and <br />37 procedures with the expectations of the community. <br />38 While the Accreditation Manager will lead the accreditation process, Roseville Police staff will remain <br />39 actively engaged and play a key role in its implementation. An RPD liaison will be designated to <br />40 collaborate closely with the Accreditation Manager, ensuring that policies and procedures align with <br />41 accreditation standards. Additionally, stakeholder and community input will be actively sought throughout <br />42 the process. The grant also includes training and overtime funding, allowing staff at all levels and <br />43 positions within the department to participate and provide input. <br />44 This agreement does not require a competitive bid process. Although a competitive bid process was <br />45 considered, The Axtell Group’s existing knowledge of RPD’s operations made them the most suitable <br />46 choice. Through their ongoing work with RPD, they have gathered substantial data, analyzed <br />47 department operations, and developed a deep understanding of the agency. Engaging another firm <br />48 would require significant time and resources to establish a similar foundation, delaying progress and <br />49 increasing workload and costs. <br />50 Furthermore, while some national consulting groups specialize in accreditation assistance, accreditation <br />51 is just being rolled out in Minnesota, and there are no vetted local firms with direct experience in this <br />52 area. The Axtell Group’s familiarity with policing in Minnesota and Ramsey County, their extensive work <br />53 in the region, and their existing engagement with RPD make them the most qualified option to fulfill this <br />54 role. <br />55 An amended budget proposal was submitted to the Department of Justice (DOJ) to reflect the transition <br />56 from a temporary city employee to a contracted vendor. The DOJ reviewed and approved this <br />57 amendment, specifically evaluating The Axtell Group’s credentials and approving the attached <br />58 agreement. <br />59 The Professional Services Agreement has been reviewed and approved by the City Attorney. <br />60 <br />61 <br />62 Policy Objectives <br />63 Accreditation aligns with the goals outlined in the City of Roseville’s Strategic Racial Equity Plan and <br />64 supports the city's broader community aspirations. The City of Roseville is committed to creating a <br />65 welcoming and inclusive environment for all residents, promoting equitable service, and celebrating the <br />66 diversity that strengthens our community. Seeking accreditation is a vital step in advancing these values. <br />67 It provides a framework for ensuring that the Roseville Police Department (RPD) continues to operate <br />68 with the highest standards of professionalism, transparency, and accountability. <br />69 By pursuing accreditation, RPD reinforces the city's dedication to excellence, integrity, and public <br />70 service, while furthering efforts to build trust, legitimacy, and a safer, more equitable Roseville for all. <br />71 <br />72 <br />73 Equity Impact Summary <br />74 Through the accreditation process, the Roseville Police Department (RPD) reaffirms its commitment to <br />75 upholding the rights and dignity of all residents. Building trust and legitimacy within marginalized <br />76 communities is critical, and accreditation serves as a key tool in achieving this goal. By undertaking a <br />77 comprehensive review of our policies and practices, RPD seeks to ensure that our operations are fair, <br />78 equitable, and just for all community members. <br />79 Accreditation also promotes open dialogue, fostering deeper connections with those who have been <br />80 disproportionately affected by discriminatory practices.
