1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 * * * * * * * * * * * * * * * * * <br />5 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />6 Roseville, County of Ramsey, Minnesota was duly held on the 5th day of May, 2025, at <br />7 6:00 p.m. <br />8 The following members were present: <br />9 and the following were absent: <br />10 Member introduced the following resolution and moved its adoption: <br />11 RESOLUTION No. <br />12 RESOLUTION FOR DEFERRAL OF SPECIAL ASSESSMENTS <br />13 WHEREAS, Minnesota Statutes § 435.193 authorizes cities to defer the payment of assessments <br />14 for persons who are 65 years of age or older, retired due to permanent and total disability, or <br />15 called to active military service, when such persons meet income and hardship guidelines <br />16 established by the City; and <br />17 WHEREAS, the City or Roseville wishes to establish standards and guidelines to determine <br />18 eligibility for the deferral of special assessments due to hardship. <br />19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, <br />20 Minnesota, as follows: <br />21 Deferral of special assessments for a property classified as homesteaded by Ramsey County shall <br />22 be available to the property owner(s) who meet the following criteria: <br />23 1.Applicant Eligibility: <br />24 o Senior Citizens:The applicant must be 65 years of age or older as of the date the <br />25 assessment would otherwise be due, or <br />26 o Disabled Persons: The applicant must be permanently and totally disabled, as <br />27 determined by the Social Security Administration or an affidavit from a physician <br />28 stating the applicant has a permanent disability and is unable to perform any kind <br />29 of work, or <br />30 o Military Service: The applicant must be ordered to active military duty, as <br />31 defined by Minnesota Statutes § 190.05 as stated in the person’s military orders; <br />32 AND <br />33 Hardship Determination: A hardship will be deemed to exist when the amount <br />o <br />34 of all assessments annually levied upon the subject property exceeds one percent <br />Qbhf!55!pg!248 <br /> <br />
