1 EthicsCommission Meeting Minutes <br />2 City Hall Council Chambers, 2660 Civic Center Drive <br />3 Wednesday, May 14, 2025 <br />4 <br />5 I.Call to Order <br />6 Chair Murphy called the meeting to order at 6:00p.m. <br />7 <br />8 Members Present:Chair Robert Murphy; Members NickBoulton, Jarrod Cicha, Steve <br />9 Cyra, and Prajwal Vemireddy <br />10 <br />11 Members Absent:Member Anna Vervoort <br />12 <br />13 Others Present:City Manager Patrick Trudgeonand City Attorney Rachel Tierney <br />14 <br />15 II.Receive Public Comment <br />16 None. <br />17 <br />18 III.Approval of Meeting Minutes <br />19 a.Approve Ethics Commission Meeting Minutes from December 5, 2024 <br />20 <br />21 Commissioner Boultonmoved to approve the December 5, 2024, minutes, seconded by <br />22 Commissioner Cyra. <br />23 <br />24 Ayes All: Motionpassed. <br />25 <br />26 IV.Business Items <br />27 a.Consider Complaints Alleging Violations of the Ethics Code Against Coun- <br />28 cilmember Strahan <br />29 City Manager Trudgeon introduced the ethics complaint,which involved Councilmember <br />30 Julie Strahan. <br />31 <br />32 Mr. Trudgeon explained the complaint was received on April 23 and 24, 2025, regarding <br />33 statements made by Councilmember Strahan at the April 21, 2025, meeting regarding the <br />34 vacation of AldineStreet. Under the City Code, City AttorneyTierney was required to <br />35 investigate the complaint. <br />36 <br />37 Mr. Trudgeonoutlined the potential actions the commission can take: agreeing with the <br />38 findings, issuing their report, or forwarding the investigative report to the city council with- <br />39 out any recommendation. He noted this was the city's first ethics complaintsince 2016. <br />40 <br />41 City Attorney Tierney explained her approach to the investigation, focusing on the video <br />42 recording of the council meeting and creating a rough transcript of key portions. She high- <br />43 lighted the confusion about the resolution drafted by her office and the likelihood of the <br />44 matter being tabled regardless of the decision on the right-of-way vacation.
