Ethics Commission Meeting Minutes <br />Wednesday, May 14, 2025 <br />Page 2 <br />1 Aldine right-of-way should be a part of the city’s pathway plan was a recurring theme <br />2 throughout the meeting. <br />3 <br />4 City Attorney Tierney discussed the legal concepts of the but-for test and clear and con- <br />5 vincing evidence. She concluded that there was insufficient evidence to prove that Coun- <br />6 cilmember Strahan’s relationship with her sister-in-law influenced her decision, and she <br />7 was open to answering any questions. <br />8 <br />9 Chair Murphy thanked City Attorney Tierney for the thorough report and opened the floor <br />10 for questions from commissioners. <br />11 <br />12 Commissioner Cyra agreed with the findings and praised the process for allowing residents <br />13 to raise concerns. <br />14 <br />15 Commissioner Boulton also agreed with the findings and had no further comments. <br />16 <br />17 Commissioner Vemireddy questioned the application of the “but-for” test in general. <br />18 <br />19 City Attorney Tierney explained the “but-for” test and its application to the case. <br />20 <br />21 City Attorney Tierney explained that the ethics code goes beyond financial benefit and <br />22 includes broader considerations. <br />23 <br />24 Commissioner Cicha found it hard to believe Councilmember Strahan would vote differ- <br />25 ently due to her family relationship. <br />26 <br />27 Chair Murphy concurred with the findings and the recommendation for the city council. <br />28 <br />29 Commissioner Cyramoved,agreeing with the investigation's findings, and forwardingthat <br />30 recommendation to the city council for action, seconded by Commissioner Vemireddy. <br />31 <br />32 Ayes All: Motionpassed. <br />33 <br />34 City Manager Trudgeon noted the recommendation will be brought to the City Council at <br />35 its June 2, 2025, meeting. <br />36 <br />37 V.Other Business <br />38 None. <br />39 <br />40 VI.Adjourn <br />41 Commissioner Cichamoved to adjourn the meeting at approximately 6:20p.m., seconded <br />42 by Commissioner Vemireddy. <br />43 <br />44 Ayes All: Motion passed. <br />45 <br />Qbhf!9:!pg!385 <br /> <br />
