<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 6/16/2025 <br />Item No.: 7.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Receive The Axtell Group's report on the Evaluation of Roseville <br />Police Department Resources and Operational Efficiency <br />1 <br />2 Background <br />3 On October 14, 2024, the City Council authorized the Roseville Police Department (RPD) to solicit <br />4 proposals for a comprehensive evaluation of department resources and operational efficiency. The goal <br />5 of the study was to assess RPD’s current operations, identify areas for improvement, and ensure the <br />6 department continues to meet the evolving needs and expectations of the Roseville community. <br />7 Following a competitive RFP process, The Axtell Group was unanimously selected by a review <br />8 committee consisting of city and police leaders. On December 2, 2024, the City Council approved <br />9 entering into a Professional Services Agreement with The Axtell Group to conduct the evaluation. <br />10 Since beginning their work in early 2025, The Axtell Group has completed a robust and data-informed <br />11 assessment of the Roseville Police Department. Their methodology included structured interviews with <br />12 department personnel, a detailed review of department documents and workload data, an anonymous <br />13 department-wide staff survey, and direct community engagement through focus groups and outreach <br />14 events. <br />15 The evaluation highlights both the department’s strengths and ongoing challenges, providing a series of <br />16 recommendations to enhance operational efficiency, improve resource alignment, and strengthen <br />17 community trust and responsiveness. <br />18 Representatives from The Axtell Group will present a summary of their findings and recommendations. <br />19 <br />20 Policy Objectives <br />21 Roseville is committed to providing ethical, efficient, and responsive local government that reflects the <br />22 community’s aspirations. A key part of this is ensuring public safety services are equitable, effective, and <br />23 aligned with the evolving needs of all residents. <br />24 The comprehensive evaluation of the Roseville Police Department’s (RPD) staffing and operations <br />25 supports this goal by identifying opportunities to enhance service delivery, improve resource allocation, <br />26 and strengthen operational efficiency. The assessment also prioritizes meaningful community <br />27 engagement to foster trust, transparency, and collaboration between RPD and the people it serves. <br />28 In addition, the findings and recommendations from this study will help guide the city’s ongoing strategic <br />29 planning process. By incorporating data-driven insights and community-informed perspectives, the city <br />30 can more effectively align its long-term goals, priorities, and resource investments to ensure a safe, <br />31 inclusive, and sustainable future for all Roseville residents. <br />32 This initiative will help ensure RPD remains responsive, forward-looking, and well-positioned to support <br />33 a strong, safe, and resilient community. <br />Page 1 of 2 <br />Qbhf!95!pg!464 <br /> <br />
