Equity Impact Summary
The evaluation of Roseville Police Department’s (RPD) staffing and operations is a key step toward
advancing equity and inclusion in public safety. The study is designed to ensure that policing strategies
and resource allocations reflect the diverse needs of Roseville’s community and promote fair,
responsive, and equitable service delivery across all neighborhoods. This effort aligns with the city’s
broader commitment to equity and supports the goal of building a safe, inclusive, and connected
community.

Budget Implications
At this time, no immediate budget action is required. Staff plans to present to Council an implementation
plan at the July 7, 2025 Council Meeting. Specific budget requests will be made as part of the broader
planning and budgeting process.

Staff Recommendations
Staff recommends that the City Council formally receive the Evaluation of Police Resources and
Operational Efficiency report prepared by The Axtell Group.
