<br />2025-2026 Equity-Focused Water Efficiency Grant Pilot Program Work Plan <br />The goal of the Equity-Focused Water Efficiency Rebate Program is to reduce potable water usage by <br />increasing the efficiency of private irrigation systems and home appliances, with a focus on supporting <br />residents in historically underserved or economically disadvantaged communities. This program will <br />provide a full rebate—covering 100% of eligible costs, up to the designated maximum—for property <br />owners who purchase and install replacements for US EPA WaterSense-labeled toilets. By removing <br />financial barriers for qualifying residents, this program aims to promote equitable access to water <br />efficiency improvements and reduce unnecessary water usage across the community. <br />Eligibility for the rebate will be determined based on equity-focused criteria: <br />1. Properties with a county-assessed home value at or below the Metropolitan Council’s 2025 80% <br />area median income (AMI) affordable homeownership cost threshold. This criterion aligns with <br />the City’s Private Property I/I Grant Program equity standards. <br />2. Properties located within designated equity priority areas as identified in the Metropolitan <br />Council’s equity mapping tool. Applicable priority areas in Roseville include MPCA <br />Environmental Justice Areas, Opportunity Zones, and Economically Distressed Areas. <br />The application process will require a simple form, a copy of the purchase receipt, and a photo of the <br />installed item. City staff will review applications on a first-come, first-served basis, ensuring compliance <br />with eligibility requirements before approving rebates. Qualifying residents will receive a 100% rebate <br />for eligible items, credited to their water bills, up to $600. <br />This program will not apply to new construction but will support efficiency improvements for existing <br />toilets to maximize water conservation benefits. This restriction is a requirement of the grant funding. <br />To ensure broad awareness and engagement from eligible households, outreach efforts will focus on <br />targeted communication strategies. The program will be promoted through the City newsletter, social <br />media, direct mailings to identified priority areas, and a dedicated webpage with application materials <br />and program details. Additionally, multilingual materials and community partnerships will be explored to <br />ensure accessibility for all residents. All program communications will include the Metropolitan Council <br />and Legacy Amendment logos in acknowledgment of the grant funding source. <br />Given the popularity of similar rebate programs, funding availability will be closely monitored.
