Engage local organizations and community groups to spread additional <br />awareness. <br /> July: Accept and process applications on a rolling basis; issue rebates. <br />Phase 3: Program Administration & Ongoing Outreach (October 2025 – March 2026) <br /> November 2025 – January 2026: Mid-program evaluation to assess participation and funding <br />levels; adjust outreach efforts if needed. <br /> January – March 2026: Conduct additional targeted outreach if funding remains available. <br />Phase 4: Final Spending & Program Closeout (April – June 2026) <br /> April 2026: Final push for applications and spending remaining funds. <br /> May 2026: Notify applicants of final funding availability; process last rebate requests. <br /> June 2026: Complete financial reporting and submit final grant documentation to funders. <br />Sample Communications <br />Sample Webpage: <br />Equity-Focused Water Efficiency Rebate Program <br />Rebate Program <br />To help take control of your water usage, the City of Roseville, in partnership with the <br />Metropolitan Council and the Clean Water Land & Legacy Amendment, is offering up to $600 <br />off your water bill for replacing your old toilet with an EPA WaterSense labeled model. This <br />equity-focused water rebate program offers reductions on your water bill for making fixes to your <br />existing toilet intended to increase efficiency and reduce water usage. <br />By replacing all old, inefficient toilets with WaterSense labeled models, the average family can <br />reduce water used for flushing toilets by 20 to 60 percent, which can be a 13,000 gallons of <br />water savings per home every year. <br />How to Qualify? <br />Property owners meeting the equity criteria of existing homes as well as renters served by the <br />municipal public water supply system are eligible for this rebate. New homes are not eligible. <br />Equity Criteria: <br />1. The property owner’s county assessed home value is at or below Met Council’s 2025 80% <br />area median income (AMI) affordable home ownership cost. <br />Qbhf!237!pg!488 <br /> <br />
