REQUEST FOR COUNCIL ACTION
Date: 7/7/2025
Item No.: 10.e.
Department Approval City Manager Approval

Item Description: Declare vacancies for Youth Commissioners on various city
commissions
1
2 Background
3 It has been customary for the City Council to appoint youth representatives to serve on
4 various advisory commissions. Chapter 201 of the city code allows the Council to appoint
5 up to two (2) additional residents of the city who are the age of 18 or under and enrolled in
6 high school to serve one-year terms on a commission as youth commissioners. Youth
7 commissioner terms expire on July 31 of each year.
8
9 Additionally, in August, 2022, Council updated the code language to remove "ex-officio"
10 from the youth commissioner role, and allow youth to decide if they wanted to be a voting
11 member of the commission. Youth are required to fill out an application, and as part of the
12 application they are asked if they are seeking voting rights. If they are, the youth applicant
13 must have their parent or guardian approve and sign the application agreeing to allow the
14 youth to vote.
15
16 The following youth are seeking reappointment as represented in the table below.
Commission Youth Eligible for and Number of
Commissioners Seeking Vacancies (Does not
Reappointment (Y/N) include those
seeking
reappointment)
Finance Commission Vacant N/A 2
Vacant N/A
Equity & Inclusion Anica Barze No response 1
Gwen Goedken Yes
Parks & Recreation Audrey Arneson Yes 1
Vacant N/A
Public Works, Carsten Bauer Yes 1
Environment & Alexis Jendro No response
Transportation
17
18 A few youth commissioners were unable to be reached to determine if they were interested
19 in being reappointed. In those cases, staff is declaring a vacancy and if those youth
20 members ultimately decide they are interested, they will be eligible to submit an application
21 for consideration.
Qbhf!247!pg!488
