22 <br />23 If Council chooses to appoint a youth commissioner, the youth commissioner term would <br />24 run August 1, 2025, through July 31, 2026. Youth commissioners may be reappointed for <br />25 up to 3 terms as long as they meet the age, enrollment and residency requirements. <br />26 <br />27 Policy Objectives <br />28 The city's Appointment and Reappointment policy outlines the notification and selection <br />29 process for advisory commissions. The intent is to establish a fair and open notification and <br />30 selection process that encourages all Roseville residents to apply for appointments. In <br />31 addition, the city's Strategic Racial Equity Action Plan (SREAP) has identified diversifying <br />32 city commissions as a high impact area of focus. Diverse policymakers and advisors are <br />33 key to serving residents and other customers with excellence. Having youth commissioners <br />34 as part of advisory commissions brings unique perspectives and insight to conversations, <br />35 ideas and recommendations. <br />36 <br />37 This action advances the Strategic Plan goal of increasing civic participation by <br />38 underrepresented groups and reflects the City's values of equity and community by creating <br />39 pathways for young people to contribute their perspectives to city decision-making. <br />40 <br />41 Equity Impact Summary <br />42 This action helps advance equity by intentionally creating space for youth voices—who are <br />43 often underrepresented in local government—to participate in city decision-making. <br />44 Declaring youth vacancies and promoting those opportunities aligns with the Strategic <br />45 Racial Equity Action Plan focus area of diversifying commissions and supports the <br />46 Strategic Plan goal of increasing civic participation among underrepresented groups.
