<br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 10.i. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Adopt Ramsey County Hazard Mitigation Plan <br />1 <br />2 Background <br />3 The 2025 Ramsey County Hazard Mitigation Plan (HMP) is a multi-jurisdictional initiative <br />4 aimed at reducing the long-term risks associated with natural, technological, and human- <br />5 caused hazards. This plan provides a strategic framework to enhance community <br />6 resilience, minimize economic losses, and protect human life and property. Developed in <br />7 collaboration with local jurisdictions and stakeholders, the HMP aligns with federal and <br />8 state mitigation planning requirements. <br />9 <br />10 A comprehensive risk assessment was conducted to identify and rank hazards based on <br />11 threat level, vulnerability, and potential consequences. <br />12 <br />13 The plan establishes four primary goals: 1. Mitigate impacts to life, property, the economy, <br />14 and the environment from natural, technological, and human-caused hazards. 2. <br />15 Strengthen local capacity and resources to create resilience against these hazards. 3. <br />16 Enhance the resilience of critical infrastructure and community systems to withstand <br />17 disruptions. 4. Increase public awareness and engagement through education and <br />18 outreach. <br />19 <br />20 The 2025 Ramsey County Hazard Mitigation Plan is a proactive roadmap designed to <br />21 safeguard communities against future disasters. By fostering collaboration, securing <br />22 resources, and enhancing resilience at all levels, Ramsey County is committed to building a <br />23 safer and more prepared future for its residents. <br />24 <br />25 The adoption of the plan by Roseville allows access to mitigation monies should a major <br />26 disaster occur or grants become available. All Ramsey County municipalities are in the <br />27 process of adopting or have already adopted this plan. <br />28 <br />29 Policy Objectives <br />30 The adoption of the HMP allows for the City of Roseville to have a roadmap as it pertains to <br />31 preparedness and response to significant emergencies.
