<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Receive Police Department Resource and Operational Efficiency <br />Plan <br />1 <br />2 Background <br />3 On June 16, 2025, The Axtell Group presented the findings of their comprehensive evaluation of the <br />4 Roseville Police Department’s (RPD) resources and operational efficiency. The study, launched in early <br />5 2025, included a full review of staffing, scheduling, administrative functions, and internal operations. It <br />6 identified both strengths and several areas where resource limitations are impeding progress. <br />7 The Police Department conducted a detailed review of The Axtell Group’s study and recommendations. <br />8 Internal meetings were held with all teams and divisions to help guide a comprehensive five-year <br />9 implementation plan. This plan incorporates the key findings and mission-critical staffing <br />10 recommendations from the report, as well as phased operational improvements aimed at enhancing <br />11 internal efficiency, employee wellness, community responsiveness, and long-term sustainability. <br />12 The implementation plan is structured into four phases, with specific action steps to be completed by the <br />13 end of 2026, 2027, 2028, and 2030 respectively. The plan is designed to be flexible and regularly <br />14 reviewed to ensure it remains aligned with community needs, public safety trends, and available <br />15 resources. It is important to note that RPD has already implemented several recommendations from the <br />16 report aimed at improving internal efficiencies and day-to-day operations. <br />17 A key finding of the report was that staffing levels across nearly all areas of the department have not <br />18 kept pace with rising service demands and increasing operational complexity. For example, the number <br />19 of patrol officers on duty at any given time has remained largely unchanged since the early 2000s, <br />20 despite significant growth in workloads, including increased calls for service, longer report writing, and <br />21 expanded legal documentation. Records, property and evidence, and internal administrative functions <br />22 are also under significant strain. <br />23 Employee survey results reinforced these findings: 94% of respondents reported that staffing levels are <br />24 insufficient to meet operational demands. Interviews and survey feedback also highlighted concerns <br />25 related to wellness, training access, and workload distribution—further reinforcing the need for a <br />26 strategic, phased approach to strengthening department capacity and performance. <br />27 This implementation plan reflects the department’s commitment to continuous improvement, fiscal <br />28 responsibility, and community-centered service.
