<br />34 The City of Roseville is committed to providing ethical, efficient, and responsive public safety services <br />35 that reflect the values and evolving needs of the community. The findings of The Axtell Group’s <br />36 evaluation confirmed that current staffing levels and operational models within the Roseville Police <br />37 Department have not kept pace with increased service demands, organizational complexity, and modern <br />38 policing expectations. <br />39 The proposed five-year implementation plan addresses mission-critical staffing needs, enhancing <br />40 internal operations, and promoting transparency and trust in public safety services. <br />41 <br />42 <br />43 Equity Impact Summary <br />44 The implementation of the five-year plan is grounded in the City of Roseville’s commitment to equity, <br />45 inclusion, and community-centered policing. The Axtell Group’s evaluation emphasized the need to <br />46 ensure that public safety resources are responsive to the diverse needs of the entire community— <br />47 including those who have been historically underrepresented or underserved. <br />48 This plan incorporates recommendations that will improve service delivery, increase transparency, and <br />49 expand community engagement. By addressing staffing gaps, the plan supports a more consistent and <br />50 responsive level of service across the entire community. Enhancements to internal communication, <br />51 wellness initiatives, and officer development also aim to build a more resilient and responsive workforce. <br />52 Ongoing community engagement, especially in the implementation of operational changes, will be <br />53 essential. The department will continue to seek input from a broad cross-section of residents and <br />54 community partners to ensure that decisions reflect shared priorities and that all voices are heard. <br />55 <br />56 <br />57 Budget Implications <br />58 At this time, no financial action is being requested. The Council is being asked only to receive the five- <br />59 year implementation plan developed in response to The Axtell Group’s evaluation of the Roseville Police <br />60 Department. <br />61 However, it is important to note that several of the plan’s recommendations—particularly those related to <br />62 staffing—will have future budget implications. The Police Department plans to incorporate high-priority <br />63 items from Phase One of the implementation plan into its 2026 budget request for City Manager and <br />64 Council consideration. <br />65 To help offset the potential cost of adding four patrol officer positions in 2026, RPD has submitted an <br />66 application to the U.S. Department of Justice through the COPS Hiring Program. If awarded, the grant <br />67 would provide up to $125,000 per officer over three years, reducing the financial impact to the city. <br />68 Notification of grant awards is expected in fall 2025. <br />69 Because the implementation plan is designed to be phased over five years, additional funding requests <br />70 will be brought forward in future budget cycles as each phase is evaluated, prioritized, and aligned with <br />71 available resources. <br />72 <br />73 <br />74 Staff Recommendations <br />75 Staff recommends that the City Council formally receive the Roseville Police Department’s Five-Year <br />76 Implementation Plan, developed in response to The Axtell Group’s operational evaluation.
