In April, Tubman’s <br />CEO, Jen Polzin, and I had an opportunity to meet with Commissioner Reinhardt, Commissioner <br />Martinson, County Manager Berg, and St. Paul and Ramsey County Intervention Project CEO, <br />Shelley Cline, to discuss this issue further. You were also in attendance at that meeting. <br />As you may recall, our commissioners highlighted these vital services for victim/survivors of <br />relationship violence within our communities and expressed interest in advocating for additional <br />state and federal dollars. However, they are not able to provide further county funding. It is my <br />understanding that they would like us to continue to reach out to the suburban city governments <br />for additional support. <br />As outlined in my previous letter to systems partners (attached), Ramsey County provides grants <br />for Tubman’s NorthStar Youth Outreach Center and emergency housing support. Tubman is so <br />grateful for the current county support we receive, but unfortunately, the inability to provide <br />additional county funding is not helpful in terms of preserving our legal advocacy services. These <br />monies can only be used for their designated purpose, and our youth outreach center is <br />specifically focused on “local homeless prevention aid for youth.” <br />In our previous email exchange, you asked for additional information regarding Tubman legal <br />services to residents of Roseville, what a service contract may look like, and the proposed cost to <br />the City. Please see the requested information below. <br />Tubman legal services to the community of Roseville in 2023 included the following: <br />144 clients received 960 legal advocacy services (an average of 7 services per client) <br />-including ongoing safety planning, criminal and civil legal advocacy, drafting Orders for <br />Protection, emotional support, Safe at Home confidentiality address application assistance, <br />connection to internal and external resources, and communication with city prosecutors and law <br />enforcement on their behalf. <br />The staffing costs to support these legal advocacy services in 2023 was $44,834.34. <br />9 clients received attorney services on 10 cases (provided from other funding sources) <br />-including legal advice, e-filing services, brief services clinics, and representation. <br />In addition to our legal services, Tubman offers emergency shelter for people of all genders <br />experiencing violence and our Safe Journeys onsite transitional housing program for youth who <br />are victims of sex trafficking or relationship violence; rapid rehousing in scattered sites across <br />Qbhf!21!pg!286 <br /> <br />
