Attachment 1 <br />other Tubman programs and external resources with the goal of removing barriers to <br />access, so the client and their family can move forward with as much support as <br />possible. <br />Last fiscal year, Tubman assisted 4,100 victim-survivors of domestic abuse through the <br />criminal and/or civil court processes, 1,154 of whom were in Ramsey County. <br />Ramsey County Legal Funding History: <br />Tubman applies for the “Domestic Violence Support Services” grant through Saint Paul- <br />Ramsey County Public Health when it comes up for RFP to request support for our <br />Ramsey County Legal Advocacy program. Tubman’s history with this grant is as follows: <br /> May 2020-present: $0 <br />May 2015- April 2020:$25,000/yr <br />2010-2014:$39,317/yr <br /> 2005-2009: $45,038/yr <br />NOTE: There was a separate Joint Prosecution Project grant in partnership with the <br />County Attorney’s office funded by MN Office of Justice Programs that provided $46,500 <br />each year for 2015-2016, but that project did not continue after the funding period. <br /> <br />Impact of Funding Cuts: <br />Unfortunately, we have had to make some difficult decisions in the last few years after <br />the entirety of the Ramsey County Domestic Violence Support Services funding was <br />awarded to the St. Paul Intervention Project. Tubman’s loss of Ramsey County funding <br />plus the fact that State crime victim services funding has remained at the same level <br />since 2018 despite rising costsmeant that we had to cut staffing as well as limit the <br />scope of service to Ramsey County residents—even while demand for legal services rose <br />dramatically. Previously the Ramsey County Legal Advocacy Team was staffed at 4.5 <br />FTEs. In 2020, due to the reduction of county funding to zero, we eliminated a .5 FTE <br />Legal Advocate position. In October 2021, we had to go a step further and eliminate an <br />additional full-time Legal Advocate position leaving only 3 FTEs on the team. Because of <br />this, we no longer had enough capacity to serve all victims of domestic violence in <br />suburban Ramsey County and made the very hard decision to focus on intimate partner <br />relationship violence only. That reduction has resulted in over 20% less clients served in <br />the last year. <br /> <br />Additionally, although we have had to reduce services, requests for legal assistance have <br />continued to skyrocket. Tubman received over 3,900 calls related to requests for legal <br />services in the last fiscal year. That is in addition to the information and referrals that <br />criminal and civil court clients received in person, in writing, or by phone. This data <br />reflects the ongoing high demand for legal services, and additional resources are <br />needed to meet that need. <br /> <br />Qbhf!24!pg!286 <br /> <br />
