Attachment 1 <br />Additional Services Tubman Provides to Ramsey County Residents: <br />In addition to our legal services, Tubman offers emergency shelter for people of all <br />genders experiencing domestic violence and our Safe Journeys onsite transitional <br />housing program for youth who are victims of sex trafficking or relationship violence <br />(both located at Tubman East in Maplewood); rapid rehousing in scattered sites across <br />Ramsey County; mental and chemical health counseling; youth diversion, mentorship <br />and leadership development; in-school violence prevention curriculum; the NorthStar <br />Youth Outreach Center in Maplewood Mall; support groups, a clothing closet, Jobs <br />Education & Finance support, and more. <br />Each year more than 16,000 people access Tubman services to develop safety plans, <br />meet their goals, and keep going forward from fear to freedom. A preliminary review of <br />last year’s data shows that 3,960 clients served in all programs were Ramsey County <br />residents. Another 6,954 people didn’t share what county they were from—and based <br />on consistent data history, it’s likely that at least 1/3 of them are from Ramsey County. <br /> <br />Recent Ramsey County funding for services other than legal includes: <br /> 2022: Awarded $15,000/yr for 3 years for emergency housing support <br /> 2024: Awarded $112,125/yr for 5 years to expand staffing and hours at <br />NorthStar Youth Outreach Center at Maplewood Mall to better serve homeless <br />youth. <br /> <br />Suburban City Funding: <br />Over the last year, we have looked at ways to preserve our legal advocacy services. <br />Tubman’s Director of Legal Services and Ramsey County Legal Advocacy staff met with <br />11 of the 15 suburban city governments (most more than once) to share information <br />about Tubman’s services and explore ways to work together to maintain these services <br />within their communities. We are thankful for the financial support we have received <br />from the cities of Falcon Heights, Maplewood, Mounds View, and Vadnais Heights. <br />However, several of the suburban city councils indicated that they faced tough budget <br />years and could not provide any support. Several councilmembers across cities also <br />shared their belief that this service should be funded by Ramsey County instead and <br />have directed us to pursue conversations with our County Commissioners. <br /> <br />Further, we have been in communication with Ramsey County Attorney Choi, and he <br />has committed $40,000 to Tubman’s Ramsey County Legal Advocacy program for 2024 <br />in a one-time award from the county’s civil forfeiture funds. He also recommended <br />having further conversations with the County Board and city governments to discuss <br />sustainable funding options moving forward. <br />Next steps: <br />In that regard, Tubman CEO, Jen Polzin, and I met with Ramsey County Commissioner <br />Victoria Reinhardt at the end of last year to share our concerns.
