Attachment 1 <br />City Manager’s Office <br />Memo <br />To: Roseville City Council <br />From:Patrick Trudgeon, City Manager <br />Date: September 18, 2024 <br />Re: NYFS Domestic Violence and Sexual Assault Services <br />As the City Council is considering funding for Tubman, a non-profit that among other things, <br />provides legal advisory services to victims of domestic violenceand sexual assault (DVSA), I <br />have been asked to by Councilmember Etten to provide information about a new program that <br />Northeast Youth and Family Services (NYFS) has recently begun. The new program provides <br />counseling and legal advocacy to victims of domestic violence and sexual assault. <br />Police Chief Erika Scheider and I met with Angela Lewis Dmello, Executive Director of NYFS <br />and learned the following: <br /> NYFS received a federal grant from the Office of Justice Programs (OJP) in the amount <br />of $350,000 to set up the program. NYFS expects OJP to continue funding the program <br />annually at that same amount for the next 5 years. <br /> The grant award allowed them to set up the program and staff it with two advocates and <br />two therapists. One of the advocates would focus on providing adults with DVSA <br />services, the other would focus on providing a wide range of services to youth (under <br />21) that would include DVSA services. The two therapists would provide therapy <br />(group and individual) to the victims. <br /> These positions are in addition to the Community Advocate that is already in place and <br />funded by several cities, including Roseville. <br /> They are fully staffed in all 4 of the new positions and have been operating since April, <br />2024. <br /> On the advocacy side, the NYFS programs would provide similar services that Tubman <br />does such as helping victims file order for protections and restraining orders as well as <br />helping them navigate through the legal system. However, one big difference is that <br />NYFS does not provide 24-hour advocacy services like Tubman does. <br /> Like Tubman, NYFS does not charge the users for using their DVSA services. <br /> NYFS does not have a need for any direct city funding at this time butmay in the future <br />once federal funding runs out. <br />Qbhf!27!pg!286 <br /> <br />
