<br />REQUEST FOR COUNCIL ACTION <br />Date: 8/11/2025 <br />Item No.: 10.i. <br />Department ApprovalCity Manager Approval <br />Item Description:Approval to Submit a Grant Application for the Intensive Peace <br />Officer Education and Training Program <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) is requesting City Council approval to submit a grant application <br />4 to the Minnesota Office of Justice Programs for the Intensive Comprehensive Peace Officer Education <br />5 and Training (ICPOET) program. This program was established by the Minnesota Legislature to address <br />6 the critical shortage of peace officers across the state by providing financial support to law enforcement <br />7 agencies that have developed plans to recruit, educate, and train highly qualified candidates to become <br />8 license-eligible peace officers. <br />9 Under the ICPOET program, law enforcement agencies may apply for reimbursement grants of up to <br />10$50,000 per candidate to cover the costs of educating, training, and paying eligible candidates until they <br />11 are licensed by the Minnesota Peace Officer Standards and Training (POST) Board. Candidates attend <br />12 a designated Professional Peace Officer Education (PPOE) program cohort—most likely at Hennepin <br />13 Technical College—to complete the state-required curriculum. Candidates must already hold a two- or <br />14 four-year college degree and focusing on recruiting individuals who are interested in transitioning to a <br />15 law enforcement career. <br />16 In the most recent grant cycle, RPD successfully received funding to sponsor three candidates, totaling <br />17 approximately $150,000. This funding reimbursed the department for the costs of the candidates’ <br />18 salaries during the nine-month program as well as tuition and program expenses. The program has <br />19 proven to be an effective recruitment tool both locally and statewide, providing opportunities for highly <br />20 qualified individuals to enter the law enforcement profession while reducing financial barriers that might <br />21 otherwise prevent them from pursuing this career path. <br />22 However, unlike previous years, funding for this cycle is extremely limited. The Legislature did not <br />23 allocate additional resources for the program, and only $400,000 is available statewide, which is enough <br />24 to fund approximately eight candidates total. Law enforcement agencies may request up to two <br />25 candidate awards, but competition is expected to be significant, and it is uncertain whether RPD will be <br />26 awarded funding. This grant period will run for 18 months, beginning on or around January 1, 2026, <br />27 through June 30, 2027. <br />28 Despite these challenges and limited funding, RPD believes it is important to pursue this opportunity to <br />29 remain competitive in recruiting qualified candidates and to continue addressing staffing needs. If <br />30 approved, RPD will submit a grant application requesting funding for up to two candidates ($100,000). <br />31 <br />32 <br />33 Policy Objectives <br />34 The Roseville Police Department (RPD) is committed to recruiting and retaining highly qualified peace <br />35 officers who reflect the values and aspirations of the Roseville community.
