<br />36 program directly supports this objective by providing the resources necessary to attract and prepare <br />37 candidates for successful law enforcement careers. The program aligns with the City’s mission to <br />38 provide ethical, efficient, and responsive local government by ensuring RPD has the staffing capacity to <br />39 meet community needs. <br />40 Submitting this grant application allows RPD to remain competitive in a highly challenging recruitment <br />41 environment and to build a strong pipeline of future officers. By leveraging state funding, RPD can attract <br />42 diverse and motivated candidates who may not otherwise be able to pursue a law enforcement career <br />43 due to financial barriers. <br />44 <br />45 <br />46 Equity Impact Summary <br />47 The ICPOET program addresses significant financial and systemic barriers that often limit access to law <br />48 enforcement careers. Without grant funding, candidates must leave the workforce to return to school full- <br />49 time to meet state licensing requirements. The can be an obstacle that disproportionately impacts <br />50 individuals from underrepresented and economically disadvantaged backgrounds. <br />51 By participating in this program, RPD is better positioned to recruit a diverse and highly qualified <br />52 workforce, reflecting the community it serves. <br />53 <br />54 <br />55 Budget Implications <br />56 There is no direct financial impact to the City for applying to the ICPOET grant program. If awarded, the <br />57 grant will reimburse the City for eligible costs associated with the salary, benefits, and education <br />58 expenses of up to two police officer candidates during their training period. The reimbursement is <br />59 capped at $50,000 per candidate. While the City may need to front costs during the program, full <br />60 reimbursement is expected. <br />61 <br />62 Staff Recommendations <br />63 Staff recommends the City Council approve submission of a grant application to the Minnesota Office of <br />64 Justice Programs for the Intensive Comprehensive Peace Officer Education and Training (ICPOET) <br />65 program.
