<br />692 With the use of the franchise fees as described above and based on therequests of the Fire and
<br />693 Police Departments, I have created a couple of scenarios that review what the costs would be to
<br />694 implement their staffing plans as presented. In both the Fire and Police Department cases, the
<br />695 City is looking for grant funds to offset the immediate tax levy impact to their requests. The Fire
<br />696 Department has requested $7.04 millionfrom FEMA for a SAFER grant. If received, it would be
<br />697 a 3-year grant, with a city cost-share of 25% in the first two years and 65% in the third year. The
<br />698 Police Department requested a federal COPS grant in the amount of $375,000 to assist funding for
<br />699 the additional four police officers as part of their request. The COPS grant would be for 3 years
<br />700 and pay $166,000 towards the costs of a police officer each year.We don’t expect to receive
<br />701 notice on grant awards until after September. As a result, if the Council would like to have the
<br />702 public safety positions included in the 2026 budget, the full costs of those positionswill need to be
<br />703 factored in as the grant status will be unknown at the time of the preliminary budget and levy
<br />704 approval on September 22.

<br />710 For City Council consideration, below is a table showing different scenarios of what the tax levy
<br />711 increase would be if public safety staffing and franchise fees were implemented. I present these
<br />712 only for informational purposes at this time. As you know, a final decision will need to be made
<br />713 at the September 22 City Council meeting, when a not to exceed preliminary tax levy must be
<br />714 adopted. Unfortunately, we will most likely not know whether the City will be receiving the
<br />715 SAFER and COPS grant until after the not-to-exceed preliminary tax levy is adopted, so the City
<br />716 Council may need to consider a higher levy (Scenario 4) if you would like to include the public
<br />717 safety staffing requests in the 2026 budget.
