Attachment 1
765 Organization-Wide Development: Creates and leads initiatives that help develop and
766 strengthen leadership, teamwork, innovation, collaboration and adaptability across all
767 departments.
768 Equity as a Core Practice: Continues to embed equity and inclusion into policies,
769 processes, and culture so they remain part of how we work and not just tied to one
770 position.
771 Strategic Alignment: Makes sure our "systems" are tied directly to the strategic plan.
772 Serves as a central point for aligning the strategic plan across departments.
773 Culture & Engagement: Builds a positive, inclusive work culture by boosting employee
774 engagement, improving organizational climate, and encouraging collaboration between
775 departments.
776
777 Reclassify Police Chief
778 Currently, all Department Heads are in Grade 26 in the City’s compensation system. I am
779 proposing to move the Police Chief position from Grade 26 to Grade 28 on the City’s
780 compensation system. Based on scope, complexity, and impact of police chief duties, along with
781 unionized status of the Deputy Chief causing wage compression between the Chief and Deputy
782 Chief position it is necessary to move the position to Grade 28 in the compensation system. This
783 adjustment will better align compensation with the Police Chief’s roles and responsibilities and be
784 market competitive. The costs for this adjustment totaling about $13,000 in wages and benefits
785 are already factored into my proposed budget and levy.
786
787 Next Steps
788 The City Council should review all the information in this memo and in the attachments to the
789 City Council case with the intent of setting the preliminary levy and budget at the September 22
790 meeting. The Finance Commission will present the proposed budget and levy at its August 27
791 meeting and will provide the City Council with its recommendation at the September 15 City
792 Council meeting.
29
Qbhf!62!pg!49:
