The Twin Lakes Phase Two and Booster Station Phase <br />34 Four are expected to begin in 2026. <br />35 <br />36 Mr. Freihammer mentioned that the pavement management project was completed <br />37 with only minor repairs needed. Installation of wayfinding signage is expected to <br />38 be finished in September, and the lighting project includes new streetlights along <br />39 with a policy update recommended by the council. Light readings will be taken to <br />40 compare lighting levels to actual lumens, thereby improving standards. He also <br />41 noted that the bike plan update will be presented at the next meeting. <br />42 <br />43 Mr. Freihammer updated the commission on Ramsey County projects, including <br />44 the Hamline Avenue / Clarmar storm sewer, which is scheduled to begin in the fall <br />45 with anticipated road closures. Upgrades on County Road C are planned for 2026, <br />46 with an open house on August 28. He mentioned that the bridge project on County <br />47 Road C might be delayed, which could potentially cause significant traffic impacts. <br />48 <br />49 Mr. Freihammer explained that the State Fair updates include high attendance and <br />50 parking restrictions, with additional no -parking zones added, and Falcon Heights <br />51 paid parking has not caused significant issues in Roseville. <br />52 <br />53 Mr. Freihammer provided an update on sustainability and environmental projects, <br />54 mentioning that only one intern remains for the summer. He stated the Green To Go <br />55 program continues, with 45 businesses in compliance. The packaging and resource <br />56 fair was a success, and the climate equity action plan is in progress. Roseville's first <br />57 clothing swap, organized by an intern, was also successful. Waste Management has <br />58 taken over cart management, with some initial issuesTesolved. Call center problems <br />59 persist, as residents continue to contact the City for service. <br />60 <br />61 Mr. Freihammer indicated that a new maintenance worker has started, bringing the <br />62 public works team up to full staffing. Street sweeping, Flex Seal application of <br />63 storm sewers, and pavement repairs are ongoing. Crack sealing has begun, focusing <br />64 on neighborhoods affected by previous road work. The ninth turn on compost has <br />65 been completed, and they are preparing to stack it and open the leaf site sometime <br />66 in October. Various utility projects, including motor and pump replacements, are <br />67 also underway. <br />68 <br />69 Mr. Freihammer updated the commission on council news and budget plans, <br />70 including Ramsey County Commissioner Mary Jo McGuire's update on various <br />71 projects. The council tabled consideration of the Aldine right-of-way vacation. The <br />72 gold leaf presentation was received, highlighting Roseville's green initiatives. The <br />73 New Tracks Roseville Area Circulator Bus Service for seniors was presented, and <br />74 City Manager Trudgeon presented the City budget with significant proposals for <br />75 review. <br />76 <br />77 Mr. Freihammer discussed the Civic Campus Master Plan, which includes a half- <br />78 percent sales tax for the Maintenance Operations Center.
