<br />36 <br />37 Reasons to Close: <br />38 1. Duplicate Service <br />39 The main reason staff is proposing the closure of the leaf site is that this is a duplicate <br />40 service that Ramsey County also provides. Ramsey County provides this service to all <br />41 Ramsey County residents. Roseville is the only city in Ramsey County that provides a <br />42 city site for leaves. Roseville residents are helping fund duplicate programs. The <br />43 Ramsey County yard waste sites collect leaf material as well as grass clippings, tree <br />44 vegetation, garden waste and pumpkins. They also have compost available for residents <br />45 to pick up. A full list of materials collected are listed on the website below: <br />46 <br />47 https://www.ramseycounty.us/residents/recycling-waste/collection-sites/yard-waste <br />48 <br />49 If the Roseville site is closed, Roseville residents still have access to the county sites for <br />50 leaves and compost and the additional services the county sites offer. <br />51 <br />52 2. Issues with the Current Site <br />53 <br />54 The existing site and operation of the site has many issues: <br />55 <br />56 Site location - The site is undersized for the number of leaves currently collected. The <br />57 site is approximately 110,000 SF or 2.5 acres. It is mainly constructed on fill without an <br />58 adequate base or drainage, so vehicles using the site in the fall or spring can have <br />59 issues getting stuck when the site is wet. <br />60 <br />61 Access – The site is not properly designed for public vehicle queueing, access, nor <br />62 circulation. This creates many dangerous vehicle maneuvers within or next to Dale <br />63 Street, which is a county road. For example, when the site is busy vehicles must queue <br />64 on the shoulder of Dale Street. Additionally, when residents are loading wood chips or <br />65 compost when the gates are closed, many residents back in from Dale Street. <br />66 <br />67 Illegal dumping – Since the site is not staffed and there are no cameras installed, a lot of <br />68 illegal dumping occurs. This includes large items like couches and televisions as well as <br />69 garbage bags. Although the site is clearly signed as a leaf site, many residents treat this <br />70 like a county facility and drop off grass clippings and wood debris. <br />71 <br />72 Illegal dumping could be addressed with additional security cameras and/or by providing <br />73 on-site staff, similar to Ramsey County, but this would increase the cost of maintenance <br />74 at the site. <br />75 <br />76 Non-Roseville residents – The site is only supposed to be for Roseville residents but, <br />77 since it is not staffed, we know many users are not Roseville residents. Staff receive <br />78 numerous calls and inquiries from non-Roseville residents about the use of the site. This <br />79 particularly happens on Tuesdays and Thursdays when the Ramsey County sites are <br />80 closed. <br />81 <br />82 This could be addressed by providing on-site staff, similar to Ramsey County, but this <br />83 would increase the cost of maintenance at the site. <br />84 <br />Page 2 of 7 <br />Qbhf!68!pg!322 <br /> <br />
