<br />85 Contractor use and large mechanical dumping trailers – Ramsey County yard waste <br />86 sites prohibit commercial dumping. Additionally, since 2023, they have prohibited <br />87 mechanical or hydraulic dumping trailers. Since the Roseville site is un-staffed, <br />88 commercial users and large dump trailers use the Roseville site causing it to fill up faster <br />89 and creating additional problems related to queueing and access to the site. <br />90 <br />91 This could be addressed by providing on-site staff, similar to Ramsey County, but this <br />92 would increase the cost of maintenance at the site. <br />93 <br />94 Complaints of odor and noise – Although the site has been at the same location for over <br />95 40 years, complaints of odor and noise has increased yearly as new residents have <br />96 moved in, particularly the senior facility at the corner of Dale Street and County Road C. <br />97 City staff typically only performs operations during business hours from 7 AM – 3:30 PM <br />98 on weekdays. There is a fair amount of noise generated from equipment during compost <br />99 turning or stacking, especially with back up alarms. When the gates are open in the <br />100 spring and fall, City staff does perform work on the weekends to push up the piles to <br />101 make additional room. <br />102 <br />103 If the site is closed, odor would be greatly reduced due to the elimination of compost. <br />104 Overall noise at the site will be less as there will be less operations happening at the site <br />105 daily. There will likely still be some noise created if the site is used for tree debris, but it <br />106 would be for shorter time periods. <br />107 <br />108 3. Budget Savings <br />109 <br />110 Reduced cost in CIP – The current compost turner is an attachment to a front loader. <br />111 It is unit #168, a 1997 Wild Cat LS177A Compost Turner. It was purchased as a used <br />112 piece of equipment by the City in 2006. It has been scheduled for replacement since <br />113 2016 but has been delayed continuously due to the cost of replacement and because <br />114 similarly-sized compost turners are no longer available. Most new units are pull <br />115 behind units which would not work well on small sites like Roseville’s due to the <br />116 higher turning radius. The existing compost turner needs significant maintenance, <br />117 including the replacement of the entire sheet metal skin. The estimated cost of a new <br />118 compost turner is $375,000 which would come out of the storm sewer fund. It is <br />119 currently listed in the 2028 Capital Improvement Plan (CIP) for full replacement. If the <br />120 site was closed, this item would be removed from the CIP. <br />121 <br />122 Equipment & fuel cost – On average, 720 hours of equipment usage ($58,000) is <br />123 needed annually to operate the site. The main equipment used is a front-end loader <br />124 and the compost turner. On average, $8,700 of fuel is used annually to maintain the <br />125 compost site. This cost would be saved if the leaf site was closed. <br />126 <br />127 Staff time – On average, staff spends around 720 hours ($59,000) at the site, equal to <br />128 18-weeks of a full-time staff person. Most of the work is spent on pushing up the piles <br />129 in the spring and fall and doing compost turning every month. If the leaf site was <br />130 closed, staff would use the freed-up time to perform additional storm sewer <br />131 maintenance such as inlet/outlet maintenance and repairs, and potentially reduce <br />132 costs related to maintenance performed by contractors.
