<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/15/2025 <br />Item No.: 10.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Animal Service Contract with The Companion Animal <br />Center <br />1 <br />2 Background <br />3 The Roseville Police Department is requesting Council approval of a contract with The Companion <br />4 Animal Center to provide animal impound and support services to the department. <br />5 Since early 2024, the Animal Humane Society has been providing these services to Roseville, along with <br />6 more than 20 other metro law enforcement agencies. On September 2, 2025, Roseville and all other <br />7 contracting agencies were notified that the Animal Humane Society will discontinue impound services for <br />8 law enforcement agencies effective December 31, 2025. <br />9 This challenge is not new. Over the last decade, a number of animal care providers have chosen to <br />10 discontinue support for local law enforcement due to the demands and volume of impound cases. In <br />11 fact, several years ago, West Metro agencies established their own dedicated impound facility in <br />12 response to the lack of available service providers. <br />13 Upon learning of the cancellation, RPD immediately began exploring alternatives. However, options are <br />14 extremely limited given the small number of organizations willing and able to provide this type of support. <br />15 After review, RPD identified The Companion Animal Center in Oakdale as one of the few viable <br />16 providers based on cost, location, logistics, and availability. Several East Metro agencies—including <br />17 Maplewood, North Saint Paul, and Moundsview—currently contract with Companion Animal Center, and <br />18 feedback from those departments has been consistently positive regarding the quality and value of <br />19 services received. <br />20 Under the proposed agreement, Companion Animal Center would provide impound boarding services <br />21 for Roseville. In addition, RPD recommends including a Reserve Animal Control Services component. <br />22 These reserve services would supplement RPD’s primary response capacity and provide critical <br />23 expertise in cases involving dangerous or aggressive dogs, hard-to-capture animals, and concerns of <br />24 neglect or animal welfare. In past years, RPD occasionally relied on St. Paul Animal Control for this type <br />25 of support; however, they no longer contract with outside agencies. <br />26 While staff explored other providers, viable options in the immediate metro are extremely limited, and <br />27 competition for services has intensified as agencies across the region seek replacements for the <br />28 Humane Society. Providers located outside the metro would create significant burdens for RPD staff and <br />29 for residents attempting to reclaim pets due to extended travel times.
