The Commission’s findings and recommendations are highlighted below. <br />6 <br />7 2026 City Manager Budget, Tax Levy, and Scenarios <br />8 The Commission reviewed the 2026 City Manager's budget, tax levy and scenarios at their <br />9 August and September meetings. The Finance Commission made the following <br />10 recommendations with regard to the 2026 budget, levy and scenarios: <br />11 1. Unanimously endorsed that franchise fees should not adopted and recommended that <br />12 the levy be increased instead of using franchise fees. <br />13 2. Acknowledged that public safety has personnel needs, but 22 positions were too much <br />14 given the overall circumstances of the budget.
