<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/15/2025 <br />Item No.: 7.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Receive Finance Commission recommendations on the 2026 <br />Budget, Levy and Scenarios <br />1 <br />2 Background <br />3 The Finance Commission reviewed the 2026-2045 Capital Improvement Plan (CIP) and the <br />4 2026 City Manager budget, tax levy and scenarios at their meetings over the past few <br />5 months. The Commission’s findings and recommendations are highlighted below. <br />6 <br />7 2026 City Manager Budget, Tax Levy, and Scenarios <br />8 The Commission reviewed the 2026 City Manager's budget, tax levy and scenarios at their <br />9 August and September meetings. The Finance Commission made the following <br />10 recommendations with regard to the 2026 budget, levy and scenarios: <br />11 1. Unanimously endorsed that franchise fees should not adopted and recommended that <br />12 the levy be increased instead of using franchise fees. <br />13 2. Acknowledged that public safety has personnel needs, but 22 positions were too much <br />14 given the overall circumstances of the budget. The recommendation to the Council is to <br />15 keep the tax levy under 10%, and determine how many positions that could accommodate <br />16 while keeping the base budget whole. <br />17 <br />18 Below is the property tax impact of a 10% levy increase for the median-valued home <br />19($378,600) <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />Page 1 of 2 <br />Qbhf!44!pg!354 <br /> <br />
