They provided an alternative fee of $125,000 to go to a higher sustainable <br />86 design such as B3. <br />87 <br />88 Based on the latest cost estimates for Concept C in the Civic Campus Master Plan Update <br />89 Study (Attachment 5), the overall cost is estimated at $75,300,000. The MOC portion of the <br />90 project is $60,800,000 and the LPCDS is estimated at $14,500,000. The soft cost for <br />91 Concept C for the MOC portion was $12,920,702 and for the LPCDS was $3,348,394. Soft <br />92 costs cover architect design fees, construction management fees, permits, inspections, <br />93 utility connections, preconstruction surveys/studies, testing, bidding, legal and finance <br />94 expenses, city purchase orders and FF&E expenses. <br />95 <br />96 Below is a table with the updated project budget including a breakdown of soft costs. Two <br />97 of the major soft cost components is the architect design fees and the Construction <br />98 Manager at Risk (CmaR) fees. The Construction Manager at Risk (CmaR) procurement <br />99 process is running concurrently with the architect selection, but will be a few weeks behind <br />100 due to the two-part process. The Request for Qualification (RFQ) process is completed, <br />101 and five firms have been shortlisted. These firms will be submitting final proposals on <br />102 September 26, 2025, and staff will bring a recommended firm for selection at the October <br />103 13, 2025 City Council meeting.
