<br />REQUEST FOR COUNCIL ACTION <br />Date: 10/13/2025 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Closure of Roseville Leaf Recycling Center <br />1 <br />2 Background <br />3 Public Works staff is recommending the Leaf Recycling Center (Leaf Site) be closed as a <br />4 City service. The proposed closure is recommended for multiple reasons, including the <br />5 duplicative service offered by Ramsey County, issues with the current site, budget impacts, <br />6 City staff time and overall service issues at the site that have changed over the years. <br />7 The Leaf Site has been in operation since around 1971. The site is approximately 2.5 acres <br />8 located at 2580 Dale Street, just south of County Road C. Originally, the site was just for <br />9 maintenance use and the gate was not open to the public. When the leaf pickup program <br />10 began in the 1980s, the site’s gate was opened to the public, but it was staffed regularly to <br />11 check identification for Roseville residents only. Historically, this was done by police <br />12 reserves and then by a retired maintenance staff member. It has been over 10 years since <br />13 IDs have been regularly checked at the site. <br />14 At the September 8, 2025 City Council meeting, council reviewed the staff recommendation <br />15 to close the Leaf Site. No action was taken at that meeting. At the September 30, 2025 <br />16 Public Works Environment and Transportation Commission (PWETC) meeting, the <br />17 commission reviewed and discussed this topic. The commission also received public <br />18 comment on this topic at the meeting. The excerpt of the draft meeting minutes are <br />19 included as Attachment 9. The commission had a detailed discussion and asked numerous <br />20 questions to explore different options. Ultimately, the commission made a motion that was <br />21 unanimously approved as follows: <br />22 Chair Ficek moved, Member Mueller seconded, to keep the site open, gather more data, <br />23 and explore options for leaf management, with plans to revisit the decision in 2026 after <br />24 collecting additional information and exploring further options. <br />25 The commission also made a unanimous motion about the organic collection at the site as <br />26 follows: <br />27 Member Fergus moved, Member Hodder seconded, to keep the organic collection where <br />28 it is currently located and explore moving it to the City Hall Campus in the future. <br />Page 1 of 8 <br />Qbhf!33!pg!:15 <br /> <br />
