<br />29 Current Operation: <br />30 The Leaf Site is open to Roseville residents only to drop off leaves only. No other material <br />31 is accepted. The site is open for walk up service year-round by going through a walk-in <br />32 gate. For approximately one month each spring and fall, the vehicle gates are open to <br />33 enable residents to drive in to unload leaves within the site. <br />34 The leaves are distributed into 17 rows to break down into compost. The rows are typically <br />35 17 feet wide by 8 feet tall. The City turns the piles over approximately every 21 days to <br />36 facilitate the leaves turning into compost. Leaves are added to the rows continuously as the <br />37 rows breakdown from the static pile of excess leaves. Each fall, the compost piles are <br />38 moved on the site to make room for new leaves. Each year 4,000-5,000 CY of compost is <br />39 made. <br />40 Compost bins are located just outside of the gate for residents to get free compost. On <br />41 Fridays during the spring/summer, residents can request compost be delivered to their <br />42 property for a fee of $50.00 per load. The City also delivers compost to the community <br />43 garden sites. Compost is also used for some City projects. Residents typically use most of <br />44 the compost, but approximately 1,000 CY remains at the end of the summer and is sold to <br />45 vendors to free room up on the site. <br />46 The average cost to operate the site is currently $126,000, which includes equipment time, <br />47 equipment maintenance costs, staff time and fuel. Direct out-of-pocket costs are, on <br />48 average, $10,000 per year. <br />49 Reasons to Close: <br />50 1. Duplicate Service <br />51 The main reason staff is proposing the closure of the Leaf Site is that this is a duplicate <br />52 service that Ramsey County also provides. Ramsey County provides this service to all <br />53 Ramsey County Residents. Roseville is the only city in Ramsey County that provides a <br />54 city site for leaves. Roseville residents are helping fund duplicate programs. <br />55 The Ramsey County yard waste sites collect leaf material as well as grass clippings, tree <br />56 vegetation, garden waste and pumpkins. They also have compost available for residents <br />57 to pick up. Budget Savings <br />62 Reduced cost in CIP – The current compost turner is an attachment to a front loader. It <br />63 is unit #168, a 1997 Wild Cat LS177A Compost Turner. It was purchased as a used <br />64 piece of equipment by the City in 2006. It has been scheduled for replacement since <br />65 2016 but has been delayed continuously due to the cost of replacement and because <br />66 similarly-sized compost turners are no longer available.
