Likely, the number of leaves 227 would need to be reduced in half. The cost for a new pull behind and a tractor that can pull 228 this equipment is approximately $350,000-$400,000. The cost for new equipment that could 229 manage the current volume is approximately $800,000. 230 Options to lease equipment or hire a vendor could be investigated. Leasing this type of 231 equipment may not be practical since there is a limited market for small sites like Roseville. 232 Additionally, hiring a vendor to turn leaves may have similar issues. Hiring a vendor may 233 not save significant costs as there is high mobilization cost due to the size of the 234 equipment, and it would need to be mobilized 9 times a year or every three weeks. 235 236 237 Policy Objectives 238 One of the City’s strategic directions is Reliable and Sustainable Infrastructure - Roseville's 239 assets and infrastructure are effectively, efficiently and sustainably planned, managed and 240 funded. 241 The closure of the Leaf Site will eliminate duplicative public service with Ramsey County, 242 resulting in cost savings to the storm water budget and provide the City with an alternative 243 site for other operations. 244 245 246 Equity Impact Summary 247 Since this is a duplicative service to Ramsey County, the overall impact on all residents is 248 minimal. On average, Ramsey County has yard waste sites only 1.5 miles further for 249 residents from the current city site. Since users of the site travel to the location by car, we 250 do not anticipate the additional 1.5-mile drive to be a burden or make this service 251 inaccessible to Roseville residents. By transitioning residents to use county sites, City staff 252 time can be used to focus on other infrastructure maintenance. We also anticipate the 253 overall cost savings to the storm water budget which may lead to a reduction of storm water 254 rates or at least lessen future rate increases. By reducing costs, this decision aligns with 255 our strategic plan goal of ensuring resource allocation meets operational needs. By 256 focusing more City staff time on infrastructure maintenance, we are also supporting our 257 strategic priority to develop our multi-modal transportation system for Roseville 258 stakeholders.
