<br />221 Additionally, staff would recommend security cameras at the site to help reduce illegal <br />222 dumping. <br />223 If the site is to remain open, the compost-turning equipment needs to be updated. The <br />224 number of leaves that need to be managed would impact the type of equipment that is <br />225 needed. Pull behind compost turners are a cheaper option and would not have the <br />226 capability to manage the current volume of leaves collected. Likely, the number of leaves <br />227 would need to be reduced in half. The cost for a new pull behind and a tractor that can pull <br />228 this equipment is approximately $350,000-$400,000. The cost for new equipment that could <br />229 manage the current volume is approximately $800,000. <br />230 Options to lease equipment or hire a vendor could be investigated. Leasing this type of <br />231 equipment may not be practical since there is a limited market for small sites like Roseville. <br />232 Additionally, hiring a vendor to turn leaves may have similar issues. Hiring a vendor may <br />233 not save significant costs as there is high mobilization cost due to the size of the <br />234 equipment, and it would need to be mobilized 9 times a year or every three weeks. <br />235 <br />236 <br />237 Policy Objectives <br />238 One of the City’s strategic directions is Reliable and Sustainable Infrastructure - Roseville's <br />239 assets and infrastructure are effectively, efficiently and sustainably planned, managed and <br />240 funded. <br />241 The closure of the Leaf Site will eliminate duplicative public service with Ramsey County, <br />242 resulting in cost savings to the storm water budget and provide the City with an alternative <br />243 site for other operations. <br />244 <br />245 <br />246 Equity Impact Summary <br />247 Since this is a duplicative service to Ramsey County, the overall impact on all residents is <br />248 minimal. On average, Ramsey County has yard waste sites only 1.5 miles further for <br />249 residents from the current city site. Since users of the site travel to the location by car, we <br />250 do not anticipate the additional 1.5-mile drive to be a burden or make this service <br />251 inaccessible to Roseville residents. By transitioning residents to use county sites, City staff <br />252 time can be used to focus on other infrastructure maintenance. We also anticipate the <br />253 overall cost savings to the storm water budget which may lead to a reduction of storm water <br />254 rates or at least lessen future rate increases. By reducing costs, this decision aligns with <br />255 our strategic plan goal of ensuring resource allocation meets operational needs. By <br />256 focusing more City staff time on infrastructure maintenance, we are also supporting our <br />257 strategic priority to develop our multi-modal transportation system for Roseville <br />258 stakeholders. See attached Equity & Inclusion Toolkit (Attachment 5) for more information. <br />259 <br />260 <br />261 Budget Implications <br />262 The biggest direct cost savings by closure of the Leaf Site would be elimination of the need <br />263 to replace the compost turner.
