REQUEST FOR COUNCIL ACTION <br />Date: 10/20/2025 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider updates to Appointment and Reappointment Policy for <br />Advisory Commissions <br />1 <br />2 Background <br />3 The City of Roseville relies on its seven standing advisory commissions, Ethics, Finance, Equity and <br />4 Inclusion, Parks and Recreation, Planning, Police Civil Service, and Public Works, Environment and <br />5 Transportation to provide recommendations and community perspectives on city policies and initiatives. <br />6 The City’s existing Appointment and Reappointment Policy guides how commission vacancies are <br />7 advertised, how applicants are interviewed and selected, and how current members are considered for <br />8 reappointment. Staff recently reviewed the policy to ensure consistency with how the City Council and <br />9 staff currently administer appointments and reappointments. The review resulted in minor clarifications, <br />10 including updated commission names, removal of outdated reappointment language, clearer <br />11 descriptions of how reappointment applications are handled, and added detail on the information Council <br />12 receives when considering reappointments. These changes are listed in a track-changes format on <br />13 Attachment 1. <br />14 In Section II- Procedure Statement - Reappointments, the proposed changes are below: <br />15 A. Update made removed "in writing" to reflect that staff liaisons frequently verbally discuss <br />16 reappointment with commissioners rather than formally in writing. This often occurs when the <br />17 commission meets in-person and staff ask if commissioners are interested in reappointment. <br />18 This change allows for verbal and written communication to occur. The other change reflects <br />19 council's previous decision to require new applications for reappointment rather than reviewing <br />20 the commissioner's previously submitted application. <br />21 B. Language was added to clarify when the Council will consider reappointments and declare <br />22 vacancies (January). Language was also clarified that attendance records for those <br />23 commissioners seeking reappointment would be provided rather than including attendance <br />24 records of commissioners who are not seeking reappointment. This change reflects the current <br />25 practice of providing attendance records of those seeking reappointment. This does not change <br />26 the process outlined in city code that requires forwarding information to council when a <br />27 commissioner misses three consecutive meetings and/or misses a total of 30% or more of <br />28 commission meetings in a rolling 12-month period. (Sec. 201.02 (g)) <br />29 C.
