33 Parks and Recreation Commission meeting (attachment 5). <br />34 <br />35 Following their review and discussion, the Commission adopted the following motions: <br />36 Motion #1: The Parks and Recreation Commission acknowledges that the Aldine <br />37 Street Right-of-Way has value for the Parks and Recreation System. <br />38 Vote: 7 Yes, 0 No, 1 Abstention <br />39 Motion #2: The Parks and Recreation Commission recommends that the City <br />40 Council direct staff to engage a consultant to conduct a feasibility study for a non- <br />41 traditional pathway through the ROW, evaluating: <br />42 1.Pathway alignment options, and <br />43 2.Specific tree impacts; <br />44 and that a final decision be made immediately following the receipt of the study. <br />45 <br />46 Vote: 8 Yes, 0 No <br />47 The proposed feasibility study would clarify potential trail alignment, tree preservation <br />48 strategies, and cost implications before any decision is made regarding construction or <br />49 vacation. <br />50 <br />51 <br />52 Policy Objectives <br />53 This discussion supports the City’s strategic goal of creating a connected community while <br />54 responsibly managing City-owned property. <br />55 The Parks and Recreation System Master Plan (Goal 4) calls for linking <br />56 neighborhoods to parks and community destinations through pedestrian connections <br />57(Attachment 6). <br />58 The Aldine ROW is not listed as a priority corridor in the Pathway Master Plan. <br />59 However, it is identified as a potential Parks and Recreation Constellation Link, <br />60 connecting residents near Mid-Oaks to the broader park system. <br />61 <br />62 <br />63 Equity Impact Summary <br />64 A thorough equity impact analysis is difficult without understanding the specific <br />65 demographics of the neighborhood. <br />66 <br />67 Of some consideration, residents in the immediate vicinity of the Aldine ROW are among <br />68 the few in Roseville who live outside a 10-minute walk of a park. Improving this corridor <br />69 would enhance (shorten their walk) to Evergreen Park.
