<br />REQUEST FOR COUNCIL ACTION <br />Date: 11/10/2025 <br />Item No.: 7.j. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Construction Manager at Risk Agreements for Civic <br />Campus Project <br />1 <br />2 Background <br />3 At the July 7, 2025 City Council meeting, the Council approved moving the Civic Campus <br />4 project forward using Concept C from the Civic Campus Master Plan Update that was <br />5 presented on June 16, 2025. At the July 21, 2025 City Council meeting, the Council <br />6 approved the Request for Qualifications (RFQ) and Request for Proposal (RFP) for <br />7 Construction Manager at Risk Services (CmaR) related to the Civic Campus Master Plan. <br />8 <br />9 The CmaR RFP’s scope of services included pre-construction services and construction <br />10 services for both the Maintenance Operations Center (MOC) and the License Passport <br />11 Center and Dance Studio (LPCDS). Preconstruction services include working with the City <br />12 and the Architect (LHB) to complete the construction documents, updating the project <br />13 schedule and budget and providing feedback on design elements related to constructability, <br />14 life cycle cost analysis and possible cost savings solutions. Construction services include <br />15 delivering the project through a Guaranteed Maximum Price (GMP) amendment to the <br />16 contract. Services also include ongoing evaluation of all systems, components and <br />17 materials, identifying long lead items requiring early bid packages, acting as the general <br />18 contractor and, project administration, project communication, providing a phasing plan to <br />19 keep City services in operation during construction and overall project management. <br />20 <br />21 At the October 13, 2025 City Council meeting, the Council selected Kraus-Anderson <br />22 Construction for CmaR related to the Civic Campus Project. The overall cost of the <br />23 proposal is $3,629,238. <br />24 <br />25 The fee breakdown for both projects is shown in the table below. The preconstruction costs <br />26 and the construction management fee for general conditions are fixed costs. The general <br />27 conditions include project management staff for the duration of the project and <br />28 administrative and contractual process. The remaining costs, including a portion of the <br />29 construction management, insurance and bond costs are based on a percentage of the <br />30 actual project construction costs. If the construction costs go up, the fee will go up and if <br />31 the construction costs go down the fee will go down.
