scope of work is sufficiently defined, which is typically during the design development
phase of construction.

Over the last few weeks, staff worked with Kraus-Anderson and the City attorney to finalize
agreements. Since this is a guaranteed maximum price contract for each project, there are
separate agreements for each project.

Policy Objectives
The construction of a new Maintenance Operations Center and License and Passport
Center, along with the City Dance Studio, will allow the City to continue to provide needed
and valuable services to the residents and businesses of the community in a more efficient
manner. The new facilities will ensure that the City's roads, utilities, vehicles, and
equipment are maintained at the desired level and that valuable services such as
recreational programming and driver’s license and passport processing are conveniently
available to community residents.

Equity Impact Summary
The new Maintenance Operations Center and License and Passport Center will provide a
benefit to the residents, businesses, and visitors to Roseville. The new facilities will allow
for more efficient services to be provided for residents, customers, and users of city parks
and infrastructure. With perhaps the exception of adjacent neighborhoods, it does not
appear that the construction and operation of the new facilities will disproportionately
impact any segment of the population. As with all City projects, staff will continue to identify
potential unintended consequences and identify potential alternatives to disproportionally
impactful action.

Budget Implications
The fees for Kraus-Anderson for the project would be $889,446 for the LPCDS and
$2,739,792 for the MOC for a total of $3,629,238 based on the current construction
budgets for each project. This reflects over 13,639 hours of work from preconstruction
through construction over the next three years of the project.

Based on the latest cost estimates for Concept C in the Civic Campus Master Plan Update
Study (Attachment 8), the overall cost is estimated at $75,300,000. The MOC portion of the
project is $60,800,000 and the LPCDS is estimated at $14,500,000. The soft cost for
Concept C for the MOC portion was $12,920,702 and for the LPCDS was $3,348,394. Soft
costs cover architect design fees, construction management fees, permits, inspections,
Page 2 of 4
Qbhf!23:!pg!74:
