<br />REQUEST FOR COUNCIL ACTION <br />Date: 11/10/2025 <br />Item No.: 7.f. <br />Department ApprovalCity Manager Approval <br />Item Description:Receive Update from the Roseville Police Department: Violent Crime <br />Reduction Unit (BCA) and Rosedale Retail Unit Officers <br />1 <br />2 Background <br />3 Officers assigned to two specialized Roseville Police Department units—the Rosedale Retail Unit and <br />4 the Bureau of Criminal Apprehension (BCA) Violent Crime Reduction Unit (VCRU) will provide brief <br />5 updates to the City Council. Their presentations will summarize each unit’s work, key accomplishments, <br />6 and goals for the year ahead, highlighting how these partnerships enhance public safety, collaboration, <br />7 and investigative effectiveness within the community. <br />8 Rosedale Retail Unit <br />9 The Rosedale Retail Unit was established in September 2024 through a partnership between the <br />10 Roseville Police Department and Rosedale Center. The unit consists of two full-time police officers <br />11 assigned to the mall under a three-year contract, operating out of a dedicated police substation that was <br />12 built and fully funded by Rosedale Center. This collaboration represents a strong public–private <br />13 partnership designed to enhance safety within one of the region’s largest retail destinations. <br />14 Over the past year, the Rosedale Retail Unit has become an integral part of the mall’s safety strategy. <br />15 The officers have developed strong working relationships with mall management, store leaders, and <br />16 private security teams, allowing for proactive identification of retail crime trends, rapid response to <br />17 incidents, and expanded investigative follow-up. The unit has uncovered organized theft activity, <br />18 assisted in resolving ongoing property crimes, and helped deter repeat offenders. Their consistent <br />19 presence has increased the sense of safety for shoppers, employees, and the surrounding community. <br />20 In addition to enforcement activities, the unit has emphasized communication, prevention, and <br />21 collaboration. Officers routinely participate in coordination meetings with mall management and store <br />22 representatives to discuss emerging concerns and develop joint safety initiatives. The success of this <br />23 partnership underscores the value of dedicated staffing, shared responsibility, and open communication <br />24 between law enforcement and private sector partners. <br />25 The Rosedale Retail Unit remains fully funded by Rosedale Center.
